In today’s Daily Circuit, we’re reporting on ADNOC Drilling activating its new AI-powered rig, Masdar City’s Biosphere Labs, GEMS Education investing $30 million to open schools in India, and U.S. President Donald Trump getting ready for takeoff in the Boeing 747-8 he received as a gift from Qatar. Saudi Aramco and QatarEnergy are moving oil and natural gas back onto world markets after weeks of war-related disruptions, testing whether the U.S.-Iran ceasefire can keep the Strait of Hormuz open.
Aramco resumed exports from its Ras Tanura terminal, Saudi Arabia’s largest oil port, with two supertankers loading crude while a third waited offshore, Reuters reports. Meanwhile, at least eight LNG carriers have gathered outside QatarEnergy’s Ras Laffan complex, the world’s largest liquefied natural gas export facility, with additional vessels heading toward the terminal, according to Bloomberg.
The push to restart exports comes despite lingering security concerns after an Evergreen Marine cargo ship was struck by an unknown object in the Strait of Hormuz on Thursday, prompting the British navy to suspend escort operations while shipping companies reassess the risks of using the waterway.
Each of the tankers at Ras Tanura can carry about 2 million barrels of crude, and the terminal exported more than 5 million barrels a day before the conflict. Aramco last loaded a China-bound cargo there on March 8 before shifting exports to the Red Sea port of Yanbu after shipping through Hormuz was disrupted.
U.S. Secretary of State Marco Rubio ended a three-day Gulf tour on Thursday, saying all six GCC countries support keeping the Strait of Hormuz free of tolls and restrictions on commercial shipping instituted by Iran.

U.S. President Donald Trump will make his first official trip next week aboard the plane gifted by Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani. Trump flies aboard the Boeing 747-8 to North Dakota on July 1 for the Theodore Roosevelt Presidential Library dedication and is then scheduled to visit Mount Rushmore on July 3 before returning to Washington for America’s 250th birthday celebrations on July 4, Bloomberg reports. The aircraft, which underwent a renovation costing hundreds of millions of dollars to make it secure enough for presidential travel, will serve as a temporary Air Force One until Boeing delivers a new presidential fleet in 2028. The Qatari gift, one of the largest ever made by a foreign government to the U.S., has sparked criticism over ethics and national security. Trump said it would be foolish to turn it down, given Boeing’s repeated delays.

A Qatari company has agreed to purchase an infamous villa owned by the late Italian Prime Minister Silvio Berlusconi in one of Italy’s biggest-ever private real estate sales. Berlusconi’s heirs have agreed to sell Villa Certosa in the Costa Smeralda region on the island of Sardinia to Sheikh Jassim bin Hamad al Thani’s Constellation Hotels Holding for about $395 million, Reuters reports. Often used to host heads of state, billionaires and celebrities, the villa was also the setting for Berlusconi’s notorious “bunga bunga” parties, which were the subject of multiple investigations. Set on 300 acres overlooking the Mediterranean Sea, the property includes 126 rooms, an amphitheater, a rare cactus collection and a James Bond-style underground grotto for boats to dock.

ADNOC: Adnoc Drilling has activated its newest artificial intelligence-powered walking island rig. The rig is part of a $1.5 billion program awarded by Adnoc Offshore comprising six similar rigs, aimed at boosting output capacity and automation, The National reports.

The Daily Circuit: ADNOC recruits gas cap partners + AviLease $650M bond sale
In today’s Daily Circuit, we’re reporting on AviLease’s oversubscribed $650 million bond sale, Egyptian fintech MNT-Halan’s plans for a Cairo IPO, Dubai Holding’s interest in Bain-backed data center operator HScale, and the Mideast conflict’s role in stalling efforts to lay high-speed undersea data cables. But first, ADNOC enlists TotalEnergies, BP and four other energy companies in a major gas project.
ADNOC has tapped six international energy companies to help it unlock a vast new source of natural gas at one of the UAE’s biggest oil fields.
The concession gives ADNOC a 60% stake, with TotalEnergies, BP, China National Petroleum Corp., China ZhenHua Oil, Japan’s JODCO and Korea GS E&P sharing the remainder, Zawya reports. It was approved by Abu Dhabi’s Supreme Council for Financial and Economic Affairs on Wednesday.
The project will develop natural gas trapped above the Bab oil field, a layer known as a gas cap that ADNOC says represents the world’s largest project of its kind. The gas has largely remained untapped because operators have focused on producing oil from the reservoir below.
Operated by ADNOC Onshore, the project is expected to produce 1.5 billion cubic feet of gas a day – about 15% of the capacity of ADNOC Gas – making it one of the UAE’s largest new sources of natural gas.
The additional production is aimed at reducing the UAE’s reliance on imported gas while supporting ADNOC’s growing export business in liquefied natural gas.
Meanwhile, a report by the International Energy Agency showed oil exports from the UAE in early June recovered to nearly 85% of the country’s pre-Iran war levels.

Subsea cable project delays in the Middle East are expected to persist despite the U.S.-Iran ceasefire, raising risksto the region’s ambitions to become a digital hub. Analysts interviewed by the Financial Times said security concerns, insurance restrictions and the need for seabed surveys and redeployed cable-laying ships mean disruptions across the Strait of Hormuz and Gulf are effectively indefinite. They added that the region’s infrastructure now has the reputation of being “a fragile chokepoint,” with past Red Sea cable cuts and geopolitical tensions reinforcing perceptions of vulnerability and deterring new investment. Affected projects include Meta’s 2Africa Gulf segment, the proposed $700mn WorldLink network, Ooredoo’s Fiber in the Gulf, and Sea-Me-We 6, which links Southeast Asia to Europe, all of which are being slowed or paused as geopolitical risk deters new investment.

Iran and Oman are working with the International Maritime Organization on a plan to manage ship traffic through the Strait of Hormuz, raising questions over who will oversee one of the world’s busiest oil chokepoints. The discussions follow U.S. President Donald Trump’s rejection of any proposal that allows Iran to charge tolls for using the strait. The IMO is coordinating with Iran, Oman and the U.S. on safe shipping routes while discussing a broader agreement on administration of the waterway, Bloomberg reports. Meanwhile, more than 11,000 stranded seafarers are being evacuated in stages, with ships instructed to wait for routing orders before sailing through either Iranian or Omani waters.

Public Investment Fund: AviLease, the aircraft leasing company owned by the PIF, priced a $650 million five-year bond that attracted more than $4 billion in orders.
Dubai Holding: Dubai’s government investment arm is considering buying a stake in HScale, the global data center platform backed by Bain Capital, Bloomberg reports.
Aramco: Sofon Industries, owned by Aramco, is gradually building Saudi Arabia’s sovereign shipbuilding sector by acquiring private shipyards, including one from Zamil in Dammam, as part of a broader strategy to develop and operate major naval industrial complexes, the Intelligence Online reports.
Qatar Investment Authority: The QIA said it would invest 432 million euros ($491 million) as a cornerstone investor in German power company RWE’s 4 billion euro equity capital raising. The QIA is increasing its stake from 9.27% to 9.87%.

Riyadh Air to launch daily flights to Cairo with international push
Saudi Arabia’s newest national carrier, Riyadh Air, confirmed it will launch daily flights to Cairo as it accelerates the build-out of its international network.
CEO Tony Douglas said the Egyptian capital was a strategically chosen early destination, describing the route as an important step in positioning Riyadh as a global hub.
The announcement came at a time when Saudi aviation authorities are advancing plans to strengthen the kingdom’s air-transport ecosystem, highlighting new initiatives aimed at boosting passenger traffic and sector investment.
The airline will operate the route using its Boeing 787-9 Dreamliner fleet, with services scheduled to commence shortly after the airline receives its first aircraft in the coming weeks.

Speaking to legislators, Civil Aviation Minister Sameh El-Hefny said the new Terminal 4 will substantially increase Cairo airport’s capacity and transform it into a regional hub.
Regarding Hurghada, El-Hefny said contractors selected will handle the airport’s management and commercial activities, introducing e-gates and paperless travel systems.
EgyptAir, meanwhile, will implement a major expansion, adding 34 new aircraft to its fleet, El-Hefny said.
The Daily Circuit: Saudi HQ rule softened + More PIF cash for LIV Golf
In today’s Daily Circuit, we report on the Saudi Public Investment Fund’s new cash injection for LIV Golf, the hundreds of millions of dollars invested in private credit firm 5C by the QIA, Cairo’s plans to build a fourth airport terminal, and Dubai’s DAE Capital negotiating to acquire Macquarie AirFinance. But first, a change in Saudi Arabia’s corporate HQ requirement.
Saudi Arabia has softened its strict regional headquarters rule just two years after requiring foreign firms to base their Middle East hubs in the kingdom to win government work.
Officials said government agencies may now seek exemptions to award contracts to companies that don’t have Saudi regional headquarters, using its Etimad procurement platform.
The Local Content and Government Procurement Authority is still setting tight conditions, allowing such bids only when a company is the sole qualified bidder or offers a price at least 25% lower than competitors.
Small contracts worth 1 million riyals ($266,000) or less are automatically exempt, and cabinet ministers can adjust the thresholds or halt the exceptions if they deem necessary.
The shift comes as more than 700 multinationals have already moved regional headquarters to Riyadh, well above the government’s earlier target of 500 by 2030.

🏰 Castle Reno: Dubai’s oldest historic building, Al Fahidi Fort, is almost ready to reopen five years after its doors were closed for a major restoration. The fort, built in 1787 by Dubai’s ruling family, will include a large museum space harnessing digital media to tell the story of its evolution, The National reports. “As you stand between the walls of Dubai’s oldest surviving structure, you find yourself face-to-face with the earliest beginnings of a city that believed in its dream and continues to move forward with confidence from one achievement to the next,” Sheikha Latifa bint Mohammed, Chairwoman of Dubai Culture and Arts Authority, said following a site visit on Sunday.
