In today’s Daily Circuit, we’re reporting on JPMorgan beefing up its EMEA banking team, BlackRock and Vanguard raising their stakes in Saudi Aramco, U.S. backing for an Iraqi-Syrian oil pipeline and former DP World chief Sultan Bin Sulayem taking charge of Malaysia’s MMC Port Holdings. But first, Dubai builder Mohamed Alabbar sets his sights on Damascus.
UAE property developer Mohamed Alabbar is making the biggest private-sector investment yet in Syria’s reconstruction, unveiling plans for at least $20 billion of housing, tourism and business developments in Latakia and Damascus.
The Dubai-based founder of Emaar Properties plans to build tens of thousands of homes alongside resorts, offices, schools and hospitals, telling Bloomberg that years of war have created one of the region’s last large-scale development opportunities.
“There hasn’t been much development for the past 50 years in Syria,” said Alabbar, who built Dubai’s 162-story Burj Khalifa. “Arabs are looking for investments in the Arab world.”
Alabbar’s investment is one of several signs that Gulf companies are moving into Syria after Washington lifted sanctions and President Donald Trump met with Syrian President Ahmed al-Sharaa, dramatically changing the country’s investment outlook.
Saudi Arabia, Qatar and the UAE have also announced projects including ports, airports and infrastructure, as governments and investors race to secure an early foothold in the reconstruction effort.

But first, Saudi Arabia’s Public Investment Fund tightens the screws on its California EV-maker.
Lucid, the electric-vehicle maker backed by Saudi Arabia’s Public Investment Fund, has hired restructuring adviser AlixPartners to cut costs, tighten operations and help deliver lower-priced vehicles.
The California-based company denied reports that it is considering bankruptcy, calling the claims “completely false,” and said it has enough cash to fund operations into next year, Bloomberg reports.
The review comes as the PIF reins in spending, slows parts of NEOM, cuts funding for LIV Golf and pushes portfolio companies to focus more on returns.
PIF officials have repeatedly said Lucid remains a cornerstone of the kingdom’s plan to build a domestic electric-vehicle industry, with its Saudi factory expected to anchor the country’s automotive manufacturing ambitions.
Lucid’s shares plunged as much as 57% on Tuesday, their worst intraday drop ever, before paring the decline to 16%. The stock has fallen almost 60% since the end of last year.

IRAQ CONNECTION
President Donald Trump said the U.S. will announce “massive” new oil deals with Iraq within days after hosting Prime Minister Ali al-Zaidi at the White House. The agreements would support Iraq’s efforts to boost oil and gas production after the Iran war disrupted exports and strained government finances. The Oval Office meeting on Tuesday came as Iraq presses OPEC for higher production quotas to make up lost sales and has raised the possibility of eventually leaving the producer group, like the UAE. Trump, meanwhile, discarded the idea of charging a 20% fee on all cargo shipped through the Strait of Hormuz, and said he would instead solicit investment deals with the Gulf states.

Several developments have been delayed, canceled or put on hold as contractors confront supply chain disruptions, Arabian Gulf Business Insight reports. DP World is drawing up plans to build a new port on the UAE’s east coast after the Iran war exposed the risks of relying on the Strait of Hormuz.
The Dubai-owned company has been discussing construction of a port and container terminal in Fujairah that would let cargo reach the UAE through the Gulf of Oman and then travel by truck to Dubai, Abu Dhabi and elsewhere in the Gulf, the Financial Times reports.
The move is part of a wider UAE effort to protect its economy after fighting with Iran caused shipping through Hormuz to collapse and sharply reduced traffic at Jebel Ali, the country’s biggest port.
DP World has said broadly it is working on plans to keep cargo moving during future disruptions. People familiar with the project told the newspaper that construction could begin soon enough for the first phase to open in about 18 months.
Meanwhile, Iran struck two supertankers with cruise missiles in the Strait of Hormuz, killing an Indian crew member. One of the vessels belonged to ADNOC Logistics & Services.

The U.S. just made it much easier for the UAE to buy America’s most advanced technology, including Nvidia AI chips, military equipment and commercial satellites.
The new rules eliminate export license requirements for the UAE government and approved companies, including G42, Core42 and MGX, as well as U.S. firms operating in the emirates such as Amazon, Apple, Google, Meta, Microsoft, OpenAI, Oracle and xAI.
U.S. officials said the move announced on Friday reflects the UAE’s growing strategic importance, citing its cooperation against Iran and its proxies and more than $1 trillion of UAE investment in the United States.
The Commerce Department also placed the UAE in a preferred export-control category that grants broader access to military and dual-use technology, making it the only country in the group that is outside the major multilateral export-control regimes.
The decision locks in a framework announced last year, expands access to technology used in oil, gas and civil nuclear projects, and signals Washington’s intention to deepen its technology partnership with the UAE.

The Daily Circuit: Oil soars as Iran truce crumbles + L’Imad hires BCG
In today’s Daily Circuit, we’re reporting on the UAE’s L’Imad sovereign wealth fund hiring Boston Consulting to overhaul its management, the surge in Oman India Fertiliser shares at its Muscat trading debut, ACWA Power tapped by Saudi Arabia to sell green hydrogen, and Inception42 introducing AI agents to handle UAE government services. But first, renewed war jitters send energy prices soaring.
Oil prices surged today after U.S. President Donald Trump declared the ceasefire with Iran was “over,” jolting energy markets and raising fresh concerns about the security of Gulf oil exports.
Brent crude jumped more than 5% to above $78 a barrel, while U.S. benchmark West Texas Intermediate climbed above $74, wiping out several days of market calm.
The U.S. also revoked a waiver allowing Iran to sell oil, as American forces struck more than 80 targets in Iran that officials said were linked to attacks on commercial shipping.
Iran retaliated with strikes on U.S. military sites in Bahrain and Kuwait, extending the conflict and increasing the risk of further disruption in the Gulf.
Shipping through the Strait of Hormuz remains well below normal after attacks this week on three commercial vessels, including a Saudi oil tanker and a Qatari LNG carrier, threatening another squeeze on global energy supplies.

The Daily Circuit: Aramco slashes crude prices + MBZ family office
In today’s Daily Circuit, we’re reporting on UAE President Sheikh Mohamed bin Zayed’s little-known family office, Sweden’s Mubadala-backed Klarna seeking a U.S. banking license, Saudi Arabia’s Dar Global buying up distressed residential property in London, and praise in the travel press for Riyadh Air’s stylish debut. But first, Saudi Arabia’s dramatic move to recapture its prewar share in the oil market.
Saudi Aramco is slashing crude prices with its biggest discount in 25 years.
The state oil giant cut the price of its flagship Arab Light crude for Asian buyers by $11 a barrel for next month, leaving it $1.50 below competing grades from the region. It’s the first time since 2020 that Saudi Arabia has sold Arab Light at a discount, and the biggest monthly reduction in its official selling prices since at least 2000, Bloomberg reports.
China, meanwhile, has sharply increased purchases of Middle Eastern crude, buying at least 26 million barrels for July and August delivery from Qatar, Saudi Arabia, the UAE and Iraq, the Financial Times reports.
The price cuts come as Gulf producers ramp up exports through the Strait of Hormuz following an interim U.S.-Iran deal, which has swollen regional supplies.
Still, an LNG tanker owned by Qatar’s state shipping company Nakilat was struck by a projectile, believed to be a drone or missile, near the Omani coast after exiting the Gulf waterway, sparking a fire that caused severe damage, Reuters reports.
