The Daily Circuit: French troops to shield Aramco + PIF eyes Pimco deal
In today’s Daily Circuit, we report on the Saudi Public Investment Fund mulling a deal with California’s Pimco, ADIA investing in India’s Allied Blenders & Distillers, the UAE negotiating a free trade agreement with Argentina, and Jordan’s Bank al Etihad entering the Abu Dhabi Global Market. But first, French troops will deploy at Saudi Arabia’s Yanbu port to defend Aramco oil facilities against Houthi attacks.
France is sending troops, radar and air defenses to protect Saudi Aramco’s facilities at the Red Sea port of Yanbu after another Houthi attack.
President Emmanuel Macron said on Thursday that the French forces wouldprotect the site but would not take part in combat. Macron acted after Saudi Foreign Minister Prince Faisal bin Farhan called for international help to contain the Houthis, saying the threat extends beyond the kingdom.
Yanbu has become a critical outlet for Saudi oil as the war disrupts shipping through the Strait of Hormuz. Saudi Arabia said it intercepted missiles aimed at Yanbu and the city of Taif on Thursday, while the Houthis claimed attacks on Aramco facilities at the port and a target in Riyadh.
Meanwhile, Saudi Arabia, Pakistan and Turkey said they would arrange an urgent meeting of their military chiefs to show support for the kingdom after Houthi attacks. Prince Faisal discussed the gathering with the Pakistani and Turkish foreign ministers in New York on Thursday under the Mecca Joint Defense Agreement, which treats an attack on one member as an attack on all three.
Also in New York, U.S. and Iranian negotiators are reportedly exploring a phased deal that would see Tehran reopen the Strait of Hormuz and Washington lift its blockade of Iranian ports.
The two countries, which have failed to reach similar agreements in recent months, were pushing for a breakthrough Thursday on the sidelines of the U.N. General Assembly, with Qatari officials mediating the negotiations, Bloomberg reports.

TALENT DRAIN
Saudi Arabia’s expatriate jobs boom is fading as the Iran war compounds Public Investment Fund cutbacks and a broader hiring slowdown, resulting in fewer opportunities and less generous pay packages. “The war has exacerbated PIF cutbacks,” Mark Butler, a partner at Saudi recruitment company Sterling Bell, told Arabian Gulf Business Insight. The shift has come after a hiring boom that recruiters described as “so intense” that they were often given just months to find thousands of workers for PIF-led projects, often with generous salaries and incentives. Hiring could accelerate again ahead of Expo 2030 Riyadh and the 2034 World Cup, but recruiters expect the market to remain subdued in the near term.

The Daily Circuit: Microsoft pledges ‘aggressive’ Gulf spending + Tighter Saudi IPO rules
In today’s Daily Circuit, we report on Saudi Arabia tightening its rules for initial public offerings, UAE regulators restricting the financial activities of Melli Bank Iran, Aramco boosting oil sales to Asia in the face of projected shortages, and Kuwait banning Marvel’s release of “Avengers: Endgame Encore.” But first, Microsoft pledges “aggressive spending” with its Gulf partners.
Microsoft plans to invest more than $10 billion in cloud and AI infrastructure while expanding its operations across the UAE, Saudi Arabia, Qatar, and Kuwait by 2030.
The U.S. software giant is preparing an “aggressive spending schedule” as it expands working relationships with Abu Dhabi’s G42 tech conglomerate and works on selected projects with Saudi Arabia’s Humain and Qatar’s Qai, Microsoft President Brad Smith told Reuters.
Smith, who holds a seat on G42’s board, said Microsoft will spend more than $400 million over the next three years on undersea cables and land connections across the Middle East.
Asked how the Iran war has affected its projections, Smith said: “We’re sustaining all the investments we planned to make before this conflict started, and we’re in fact adding to them.”
Amid the conflict, Smith saidMicrosoft is working to help Gulf countries in areas such as readiness and critical data protection as part of a “digital resilience” initiative.

The move marks the latest crackdown on Iranian-linked businesses and financial activity after months of Iran’s missile and drone strikes against the UAE.

Saudi Arabia wants to tighten the rules for companies going public after share sales in the kingdom raised just $144 million this year — compared to roughly $4.5 billion in 2025. Banks underwriting a sale would also have to commit to buying any unsold shares before investors start placing orders. In today’s Daily Circuit, we report on QIA planning a $20 billion partnership with JPMorgan Chase, Paramount Skydance settling the lawsuits blocking its Gulf-backed merger with Warner Bros. Discovery, the wealthy Gulf residents building private data centers, and Saudi EV startup CEER unveiling its first electric vehicles. But first, Saudi Arabia won’t be staging its annual film festival in Jeddah this year.
Saudi Arabia is postponing its Red Sea International Film Festival, pushing the star-studded annual event to late 2027 as an escalating conflict with Yemen’s Houthis and continued disruption in the Strait of Hormuz boost security concerns.
Organizers scrapped the red-carpet premiere that was scheduled for Dec. 3 in Jeddah, citing only the logistical demands of staging the international festival, The National reports.
Last year’s event drew Hollywood stars including Dakota Johnson, Uma Thurman, Queen Latifah and Vin Diesel. The decision to delay the Jeddah event comes just days after news that neighboring Dubai plans to revive its own international film festival in December 2027 after a decade-long break.
Despite the growing conflict with the Houthis, Saudi Aramco told several Asian refiners that oil shipments from the Red Sea port of Yanbu should resume soon. At least three processors received informal assurances from company executives, though no timetable was given, Bloomberg reports.
Loadings have largely stopped since drone attacks from Iraq shut the East-West pipeline on Sept. 10. The pipeline had carried about 4 million barrels a day to Yanbu, with Aramco now working to restore half its capacity.

Paramount also agreed not to sell either of its big studio lots in Los Angeles and to invest $1.5 billion in domestic film and TV production, Bloomberg reports. Paramount CEO David Ellison said the company now has “complete clearance for this merger.” Saudi Arabia’s Public Investment Fund, the Qatar Investment Authority and Abu Dhabi’s L’Imad Holding are all backing the deal, but will not have voting rights in the merged entity.

The Daily Circuit: Qatar’s new wealth division + Eagle Hills’ $12B Maldives deal
In today’s Daily Circuit, we report on Abu Dhabi’s Eagle Hills planning a $12 billion waterfront development in the Maldives, Etihad Rail’s new freight route to Fujairah, Mubadala seeking a stake in Italian engineering firm Ansaldo Energia, and diplomatic momentum ahead of the key week of the United Nations General Assembly. But first, Qatar looks to repackage its investment landscape.
Qatar is setting up a new division of its wealth fund dedicated to its domestic portfolio as it reshapes its sovereign investment approach amid financial strain from disruptions to liquefied natural gas exports caused by the Iran war.
Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani said at the Qatar Economic Forum in New York on Sunday that Doha Investment would seek to boost private-sector participation in Qatar’s economy and focus on long-term value creation.
The division will oversee some of the country’s most recognizable brands, including Qatar Airways, QNB Group, Ooredoo Group and Qatari Diar, while also attempting to build new national champions, like AI platform Qai, which launched last year. The country expects to award about $38.5 billion in new infrastructure projects over five years and attract a further $22.5 billion in private investments in real estate and hospitality, Bloomberg reports.
Along with the optimism came a sober warning. Qatari Energy Minister Saad Al-Kaabi, who is also CEO of QatarEnergy, told the audience that he believed U.S. Treasury Secretary Scott Bessent was “completely wrong” when he said that the Strait of Hormuz will be worthless in two years as Gulf countries bypass it with pipelines. “I don’t think this is ever going to be obsolete,” Al-Kaabi said, noting that Qatar was not planning to build any new pipelines.
The Qatar Economic Forum, held as a special edition on the eve of the key week of the United Nations General Assembly, attracted top business and finance leaders including Apollo Global Management’s Marc Rowan, Goldman Sachs’ David Solomon, Brookfield Asset Management’s Bruce Flatt, Dangote Industries’ Aliko Dangote, Citigroup’s Jane Fraser, and Kristalina Georgieva, Managing Director of the International Monetary Fund.

The Daily Circuit: GISEC draws cyber pros + Estithmar invests in Syria’s Shahba
In today’s Daily Circuit, we report on the U.S. approving the prospective sale of F-35 stealth aircraft to Saudi Arabia, Qatar’s Estithmar investment firm completing its acquisition of nearly half of Syria’s Shahba Bank, Aramex building up its truck fleet as navigating the seas remains perilous, and Dubai reviving its international film festival after a 10-year lull. But first, cyber pros have flocked to Dubai for the annual GISEC expo.
GISEC Global brought cybersecurity executives, government AI officials and experts in combating hackers to Dubai this week at a time that the UAE says it’s confronting more than 600,000 cyberattacks a day and spending $2 billion to strengthen its defenses.
The three-day conference has drawn some 25,000 registrants from more than 180 countries, organizers said. The Circuit’s Omnia Al Desoukie reports from the Dubai Exhibition Centre.
Rabiya Navais, a cybersecurity analyst at Dubai-based VaporVM, noted that GISEC is “more niche” than the mammoth GITEX conference scheduled for December. This week’s expo is focused on “cybersecurity and information security kind of stuff – which is also a good thing because it’s more concentrated towards what my field is,” he said.
UAE Cybersecurity Council chief Mohamed Al Kuwaiti and the Dubai Electronic Security Center Amer Sharaf’s addressed the conference, focusing on how businesses and governments can defend against deepfake fraud, stolen identities and attacks generated by AI.
Among the companies participating are Visa, Huawei, Schneider Electric, Mastercard-owned Recorded Future and Israeli-founded cybersecurity startup Torq.

The Daily Circuit: UAE may vault to oil leader + McLaren’s $674M factory
In today’s Daily Circuit, we report on L’Imad-owned McLaren Automotive’s new $674 million U.K. factory, TotalEnergies boosting its investment in Iraq to $16 billion, and Saudi digital payments startup Barq raising $330 million. Plus an interview with Saudi developer Salman Assiri, CEO of SKALE. But first, damage to Saudi Arabia’s key pipeline could turn the UAE into the Gulf’s top oil exporter for a brief period.
The UAE may temporarily overtake Saudi Arabia as the Gulf’s largest oil exporter after drone attacks shut a pipeline that had become Riyadh’s primary export route.
Saudi Arabia has halted the flow of oil through its East-West pipeline and is believed to have paused Red Sea exports entirely, potentially removing about 3 million barrels a day from the market, Arabian Gulf Business Insight reports.
Repairing damage from the drone strikes could keep the pipeline closed for six weeks, costing the kingdom tens of billions of dollars in oil revenue, Bloomberg reports.
The UAE, meanwhile, has restored production to about 3.6 million barrels a day and is expanding its pipeline network to its Fujairah port, allowing more crude to bypass the Strait of Hormuz.
Any lead is likely to be brief: Saudi Arabia has far greater production capacity and long-standing customer relationships that the UAE cannot easily displace once its export routes reopen, according to AGBI.

URBAN VISION
Salman Assiri’s SKALE brings New York real estate know-how to Saudi Arabia
Salman Assiri came home to Saudi Arabia to build better homes. After nearly two decades in the U.S., the Saudi architect was determined to show that housing could reflect how people actually live rather than conform to standard formulas.
Five years ago, he founded Riyadh-based SKALE Developments to put that idea into practice. Backed by Related Fund Management, the investment arm of the $100 billion Related Companies real estate empire that is behind New York’s Hudson Yards, Assiri is applying American expertise to Saudi Arabia’s fast-growing home construction market, The Circuit’s Omnia Al Desoukie reports.
“Everybody knows that Saudi Arabia is evolving and growing, and the needs of the Saudi real estate market are significant,” Assiri said in an interview. “Bringing international know-how and knowledge to Saudi people and Saudi users is the reason we wanted to bring SKALE to Saudi Arabia.”
McLaren Automotive is planning to invest $674 million in a new U.K. factory, as its new owner, Abu Dhabi’s L’Imad sovereign wealth fund, works to reboot the cash-strapped British supercar-maker and help launch its first SUV. The move, which will create 1,000 new jobs by 2032, is a welcome boost for U.K. Prime Minister Andy Burnham amid thousands of job cuts at Jaguar Land Rover and wider cost pressures on Europe’s carmakers. McLaren CEO Nick Collins told Bloomberg that an SUV would broaden the brand’s appeal beyond racing fans, following a similar path to luxury supercar makers like Ferrari and Lamborghini. “In the way we’re going to do it, there’s absolutely space for another one,” he said. L’Imad, which was launched late last year, took control of McLaren from Abu Dhabi’s CYVN Holdings, which had purchased it from Bahrain’s Mumtalakat sovereign fund.
DEFENSE SPLURGE
The Iran war has prompted what analysts are calling the “greatest spending spree in Gulf defense history,” with more than $5 billion in contracts announced or approved since the war began in February. But Iran’s extensive use of Shahed attack drones has reshaped the landscape for defense firms, with Gulf countries like the UAE pushing for joint production and layered systems that can counter multiple threats, Bloomberg reports. Among the beneficiaries have been firms including Anduril Industries and RTX from the U.S., Rheinmetall from Germany and Australia’s EOS. “Gulf countries don’t want to be customers anymore,” Andreas Krieg, a professor in security studies at King’s College London who’s advised Qatar’s military, told the agency. “The big push strategically is about autonomy, developing resilience – and part of resilience means you are developing your own pipeline through joint ventures.”

The Daily Circuit: Trump names Saudi envoy + XRG’s Azerbaijan gas deal
In today’s Daily Circuit, we report on XRG’s gas deal in Azerbaijan, DP World building up its truck fleet to hedge against disruptions in the Strait of Hormuz, Syrian President Ahmed al-Sharaa’s pitch to Gulf investors, and Saudi Arabia’s new low-cost airline. But first, the White House finally decides to post an ambassador in Riyadh.
After nearly two years without a U.S. ambassador in Saudi Arabia, President Donald Trump has nominated Texas Congressman Wesley Hunt to fill the post.
Hunt, one of the first Black Republicans elected to Congress from Texas, recently fought an unsuccessful three-way Republican primary battle for a U.S. Senate seat, Politico reports.
Hunt’s nomination arrives amid new strains to the U.S.-Saudi relationship after Trump declined Crown Prince Mohammed bin Salman’s request for direct U.S. strikes against the Houthis, offering intelligence and targeting support instead.
Meanwhile, Saudi Arabia is preparing to send more oil through the Strait of Hormuz after attacks shut down the main pipeline that had allowed it to avoid the dangerous waterway. The move will expose more Aramco crude shipments to a route at the center of the U.S.-Iran war, where tankers face the threat of attacks and prolonged disruption, Bloomberg reports.
The kingdom’s East-West pipeline, which carries millions of barrels a day to the Red Sea, could remain closed for several weeks after being struck at two points last week.

But first, Arab travel operators see glimmers of hope amidst the regional conflict.
As the first visitors made their way through the halls of Dubai World Trade Centre today for the opening of Arabian Travel Market, a cautious sense of optimism around the Gulf’s tourism recovery was evident.
Finally underway after being rescheduled twice since the outbreak of the Iran war, ATM is one of the first major events to kick off a packed year-end calendar in the Gulf, with Dubai alone preparing to host more than 100 exhibitions before the end of the year. GITEX Global, rescheduled to December, is expecting to draw 200,000 attendees.
Airlines, hotel chains, travel agencies and tourism authorities were all keen to put aside the disruption and disappointments of the past seven months and make the most of being in the same room once again.
Muna Mustafa, Co-Founder of luxury dining concierge business Supper Club, told The Circuit’s Omnia Al Desoukie that she was “pleasantly surprised at the energy, the number of people that are here, the hotels that are here.”
The return of major events comes amid signs of recovery in Dubai’s tourism sector, with new figures showing that August saw 869,000 international overnight visitors and hotel occupancy of 66% – a recovery to about 89% of August 2025 levels and a far cry from the lows of 36% seen in March.
With schools returning from the long summer break, analysts are also watching to see if residents will return in strength. Dubai-listed Taaleem Holdings has seen enrollment across its private schools rise roughly 7% from the previous academic year, Bloomberg reports.

PIPELINE PERIL
Up to 4% of global oil supply could disappear within days unless Saudi Arabia restarts its East-West pipeline to the Red Sea. The kingdom is close to exhausting the oil it has stored for export, Saudi buyers and traders told Reuters. Drone attacks forced the pipeline to shut on Friday, cutting Riyadh’s primary route around the wartime closure of the Strait of Hormuz. Repairs could take five or six weeks, although the pipeline may resume partial operations sooner. A prolonged shutdown would deepen a supply crunch that has already pushed fuel prices to record highs and driven up inflation worldwide.
