The Daily Circuit: NEOM Stadium shelved + NEOPAY buys Noon Payments stake

In today’s Daily Circuit, we report on Aramco’s warning over depleted oil stockpiles, the $2.6 billion financing package for a power plant in the Mecca region, NEOPAY’s acquisition of a 65% stake in Noon Payments, and Dutch driver Max Verstappen’s victory in the F1 Grand Prix of Bahrain, this year held in Malaysia. But first, more cancellations of Saudi Arabia’s budget-busting megaprojects.

Saudi Arabia is shelving one of its planned World Cup stadiums and preparing to cancel its star-studded Joy Awards as budget cuts and regional conflict bite into the kingdom’s ambitions of becoming a Middle East entertainment capital.

Construction of the futuristic NEOM Stadium, an elevated arena inside The Line that was slated for the 2034 soccer tournament, has been suspended indefinitely, Reuters reports, while January’s entertainment industry prize ceremony is set to be canceled.

The awards drew stars including Katy Perry and Robbie Williams this year, but budget cuts that began before the Iran war have deepened the strain on the kingdom’s entertainment ambitions.

The pullback follows delays at The Line, the suspension of Riyadh’s $50 billion Mukaab project, and the withdrawal of government funding from LIV Golf.

Last month, the Red Sea Film Festival was postponed until 2027 while organizers of the Soundstorm desert festival called off the two-day event that was headlined by Cardi B last year. Uncertainty over military conflict with Iran has made it difficult to book international stars for such events, Reuters reports.

While Nasser did not talk about recent attacks on Saudi Arabia, he said Aramco had been quick to repair damaged infrastructure throughout the regional conflict.

The Daily Circuit: Abu Dhabi-built AI satellite launches + Rolls-Royce’s Saudi engines

In today’s Daily Circuit, we report on Rolls-Royce signing a deal to make ferry boat engines in Saudi Arabia, Humain’s AI outsourcing business with EY MENA, Mubadala sponsoring a tennis tournament in Shanghai and the cancellation of this year’s mammoth Sandstorm music festival north of Riyadh. But first, Abu Dhabi’s AI satellite program is open for business.

The first commercial satellite built entirely in Abu Dhabi has launched into orbit, marking a milestone in the UAE’s sovereign-funded ambition to rank among the world’s top 10 space economies by 2031.

Altair-1, built by Orbitworks, launched aboard the Transporter-18 rideshare mission with SpaceX at 11:32 a.m. Pacific time from Vandenberg Space Force Base in California on Thursday.

It will form part of a constellation of 10 AI-powered satellites that will make up the UAE’s first commercial Earth observation network, processing data from an array of sensors autonomously and in real time via onboard NVIDIA chips.

Orbitworks, a joint venture between UAE-based space company Marlan Space, a subsidiary of Sheikh Tahnoon bin Zayed’s International Holding Co., and San Francisco-based Loft Orbital, was established just over two years ago.

“The UAE is no longer only a buyer of space capability; it is a builder of it,” Dr. Hamdullah Mohib, CEO of Orbitworks and CEO of Marlan Space, said. Altair-1 is “the start of a future in which customers see, decide and act on their own terms, with intelligence created in orbit.”

Last month, Marlan Space and Loft Orbital announced a $1 billion consortium with French AI company Mistral, U.S.-based geospatial intelligence service BlackSky and French aerospace startup MaiaSpace to build what could become the world’s largest AI satellite infrastructure project, starting with 50 satellites.

Flydubai’s suspension of flights to Israel while investigating this week’s midair attack adds uncertainty to the recovery of Gulf airlines from the Iran war. Regional flight volumes have returned to around prewar levels after collapsing to near zero following the Feb. 28 U.S.-Israeli strikes on Iran, Reuters reports. The number of flights dipped again in recent weeks amid pessimism over the prospects of a peace deal, while soaring jet fuel prices have put further pressure on carriers. Analysts say an official finding that the flydubai attack was an act of terrorism could particularly affect travel to Israel, where the UAE airline is the main Gulf carrier and ranks among Ben Gurion International Airport’s top 10 airlines by passenger traffic.

Since launching in 2019, the festival has brought global stars including Bruno Mars, Post Malone, Cardi B and DJ Khaled to the kingdom. The cancellation comes after the Red Sea International Film Festival’s decision to scrap its December event in Jeddah and postpone its return until late 2027.

The Daily Circuit: Temasek expands in Gulf + flydubai temporarily halts Tel Aviv flights

In today’s Daily Circuit, we report on Singapore’s Temasek sovereign wealth fund opening offices in Abu Dhabi and Riyadh, Saudi Arabia raising its projected 2026 budget deficit to 4.9% of GDP, the kingdom developing a new oil pipeline to reach the Omani coast, and UAE-based AIQ preparing to deploy 1 million AI-powered cameras. But first, a government probe of Wednesday’s flydubai attack brings the airline’s Israel flights to a halt.

Flydubai suspended flights to and from Tel Aviv while authorities investigate Wednesday’s midair attack on flight FZ1073, temporarily interrupting a key air link between the UAE and Israel.

The plane diverted to Tabuk, Saudi Arabia, after its co-pilot was said to have stabbed the captain and tried to crash the aircraft. Passengers and crew subdued him, allowing off-duty pilots aboard to land safely. The passengers later reached Ben Gurion International Airport in Tel Aviv on a replacement flydubai aircraft.

The airline, owned by the Investment Corp. of Dubai, has played a central role in connecting the two countries since the 2020 Abraham Accords, providing Israeli executives and tourists with both a gateway to the Emirates and a hub for onward travel.

“Its importance extends beyond tourism and business,” Yoel Guzansky, a senior researcher at Israel’s Institute for National Security Studies, told The Circuit. “Flydubai is a key element supporting the UAE-Israel relationship.”

The airline said it is “fully committed to supporting the ongoing investigation and maintaining the highest safety standards across our network,” according to a statement.

Flydubai said it would review the suspension as more information becomes available and was helping affected passengers with alternative arrangements where possible.

But first, Humain secures the power requirements to build massive AI factories.

Saudi Arabia has put aside about 14 gigawatts of power capacity for Humain to build one of the world’s largest AI computing developments.

CEO Tareq Amin outlined the allocation at Servcorp’s inaugural economic forum in Riyadh on Tuesday, saying government agencies had helped secure power, land and infrastructure for the AI factories, Asharq Al-Awsat reports.

That’s roughly the output of 14 typical nuclear reactors and nearly three times the capacity of the campus that will house the UAE’s planned Stargate AI development. Super-sized data centers that both train and run AI systems are known in the industry as AI factories.

Humain, the Saudi AI company launched in May 2025 and controlled by the Public Investment Fund, develops data centers, cloud services, AI models and applications.

The company’s projects include a partnership with Amazon Web Services involving more than $5 billion in planned investment, and a collaboration with AMD to invest up to $10 billion in 500 megawatts of AI computing capacity over five years.

Etihad Rail opens Dubai station for commuter link to Abu Dhabi

Etihad Rail will begin passenger services from Dubai tomorrow, connecting the city’s Al Yalayis station with Abu Dhabi and Fujairah.

The Dubai-Abu Dhabi journey will take about 64 minutes, with fares starting at 39 dirhams ($10.60) for comfort class and 109 dirhams for premium seats.

The debut comes three months after the launch of the UAE’s first passenger line between Abu Dhabi and Fujairah, with the Dubai station primed to serve as a key commuter route link to the capital.

UAE President Sheikh Mohamed bin Zayed and Sheikh Hamdan bin Mohammed, Crown Prince of Dubai and UAE Minister of Defense, attended the official opening of the Dubai station on Monday.

The Daily Circuit: PIF cuts back on women’s golf + Aramco mulls discounts

In today’s Daily Circuit, we report on Aramco considering discounts on crude to offset soaring freight costs for its Asian customers, L’Imad Capital’s evolving focus, Mubadala’s U.S. partner Together AI coming to Abu Dhabi, and a meeting between the leaders of the UAE and Israel. But first, another blow to the Public Investment Fund’s international golf ventures.

Less than a month after Saudi-backed LIV Golf filed for bankruptcy after the withdrawal of the Public Investment Fund as its key financial backer, the kingdom is also pulling back from the Ladies European Tour.

The PIF Global Series, a series of golfing events that featured five tournaments this year with a total $15 million prize pool, will be reduced to just the PIF London Championship, to be renamed The Championship, with a $4 million prize fund.

“The shape of our investment has changed as our strategy has developed,” a spokesperson for Golf Saudi told Front Office Sports. Golf Saudi published a statement detailing a pivot towards grassroots development of golf for women and girls within the kingdom, echoing the PIF’s broader shift towards domestic spending over the past year.

The loss of the high-paying PIF-sponsored events will be a major blow for the LET, where most tournaments have purses of about $500,000 or less. Two final $2 million events in Korea and China will still go ahead this year and Golf Saudi will sponsor the LET’s Order of Merit season-long points race.

LIV Golf filed for Chapter 11 protection earlier this month, revealing millions of dollars in debts to some of its biggest stars, after burning through some $5 billion in four years.

Saudi Aramco, the world’s biggest oil exporter, is considering discounts on crude transferred between ships off Oman to offset soaring freight costs and win back Asian buyers.  The discount under discussion is about $9 a barrel, one source told Reuters, though no decision has been announced. The shipments would load in the second half of October outside the Strait of Hormuz, where the Iran war has disrupted oil traffic. Aramco expects that lower prices can help it win back sales as the UAE’s ADNOC expands exports through terminals outside the strait.

The Daily Circuit:  Some firms balk at Saudi HQ rule + Evercore advises Aramco

In today’s Daily Circuit, we report on Evercore advising Saudi Aramco on its new gas division, Dubai’s Sobha Realty investing $600 million in a Texas housing development, XRG’s backing for a gas field in Azerbaijan and Gems Education employing AI “twins” to give its teachers extra help. But first, some international finance firms are pushing back against Saudi Arabia’s headquarters rule.

Some global dealmakers are keeping Dubai as their main Gulf base despite Saudi Arabia’s push to bring regional headquarters to Riyadh.

Moelis, Rothschild, PJT Partners and other so-called boutique firms have opened offices in Riyadh but have yet to obtain regional headquarters licenses, the Financial Times reports.

Under the rule enacted in 2024, that could cost them work with Saudi government entities, including the sovereign Public Investment Fund, which has 93 portfolio companies.

The headquarters regulation was part of the kingdom’s effort to attract more multinational companies and strengthen Riyadh’s position against Dubai as the Gulf’s main business center. Smaller advisory firms say the license requirement to employ at least 15 senior managers is too costly.

Saudi Arabia’s Ministry of Investment says the program has already exceeded its 2030 target of 500 companies, with more than 700 registered.

The Daily Circuit: French troops to shield Aramco + PIF eyes Pimco deal

In today’s Daily Circuit, we report on the Saudi Public Investment Fund mulling a deal with California’s Pimco, ADIA investing in India’s Allied Blenders & Distillers, the UAE negotiating a free trade agreement with Argentina, and Jordan’s Bank al Etihad entering the Abu Dhabi Global Market. But first, French troops will deploy at Saudi Arabia’s Yanbu port to defend Aramco oil facilities against Houthi attacks.

France is sending troops, radar and air defenses to protect Saudi Aramco’s facilities at the Red Sea port of Yanbu after another Houthi attack.

President Emmanuel Macron said on Thursday that the French forces would protect the site but would not take part in combat. Macron acted after Saudi Foreign Minister Prince Faisal bin Farhan called for international help to contain the Houthis, saying the threat extends beyond the kingdom.

Yanbu has become a critical outlet for Saudi oil as the war disrupts shipping through the Strait of Hormuz. Saudi Arabia said it intercepted missiles aimed at Yanbu and the city of Taif on Thursday, while the Houthis claimed attacks on Aramco facilities at the port and a target in Riyadh.

Meanwhile, Saudi Arabia, Pakistan and Turkey said they would arrange an urgent meeting of their military chiefs to show support for the kingdom after Houthi attacks. Prince Faisal discussed the gathering with the Pakistani and Turkish foreign ministers in New York on Thursday under the Mecca Joint Defense Agreement, which treats an attack on one member as an attack on all three.

Also in New York, U.S. and Iranian negotiators are reportedly exploring a phased deal that would see Tehran reopen the Strait of Hormuz and Washington lift its blockade of Iranian ports.

The two countries, which have failed to reach similar agreements in recent months, were pushing for a breakthrough Thursday on the sidelines of the U.N. General Assembly, with Qatari officials mediating the negotiations, Bloomberg reports.

The Daily Circuit: Microsoft pledges ‘aggressive’ Gulf spending + Tighter Saudi IPO rules

In today’s Daily Circuit, we report on Saudi Arabia tightening its rules for initial public offerings, UAE regulators restricting the financial activities of Melli Bank Iran, Aramco boosting oil sales to Asia in the face of projected shortages, and Kuwait banning Marvel’s release of “Avengers: Endgame Encore.” But first, Microsoft pledges “aggressive spending” with its Gulf partners.

Microsoft plans to invest more than $10 billion in cloud and AI infrastructure while expanding its operations across the UAE, Saudi Arabia, Qatar, and Kuwait by 2030.

The U.S. software giant is preparing an “aggressive spending schedule” as it expands working relationships with Abu Dhabi’s G42 tech conglomerate and works on selected projects with Saudi Arabia’s Humain and Qatar’s Qai, Microsoft President Brad Smith told Reuters.

Smith, who holds a seat on G42’s board, said Microsoft will spend more than $400 million over the next three years on undersea cables and land connections across the Middle East.

Asked how the Iran war has affected its projections, Smith said: “We’re sustaining all the investments we planned to make before this conflict started, and we’re in fact adding to them.”

Amid the conflict, Smith said Microsoft is working to help Gulf countries in areas such as readiness and critical data protection as part of a “digital resilience” initiative.

Saudi Arabia wants to tighten the rules for companies going public after share sales in the kingdom raised just $144 million this year — compared to roughly $4.5 billion in 2025. Under a set of proposed changes, investors would have to show they have the cash to back their orders, and companies would have to publish at least a year of financial forecasts, Bloomberg reports. Banks underwriting a sale would also have to commit to buying any unsold shares before investors start placing orders. Additionally, the Saudi Capital Market Authority seeks to address inflated order books by requiring banks to verify that investor orders “reflect the actual value of liquidity available to the investor.”
