The Daily Circuit: Zain wins Syrian mobile contract + Masdar’s Kazakh wind farm

In today’s Daily Circuit, we’re reporting on Masdar breaking ground for a $1.4 billion wind farm in Kazakhstan, ADNOC’s acquisition of a 32% stake in three Argentinian gas blocks, Oman’s $2.3 billion water management deal with French utility Suez, and Egypt’s plan to spark start-ups. But first, Zain makes a foray into Syria’s telecom market.

Kuwait’s Zain is making a more than $1.5 billion bet on Syria, agreeing to build and operate the country’s second mobile network, in what would rank among the biggest foreign investments since Bashar al-Assad’s ouster.

The telecom company, formally known as Mobile Telecommunications Co., will pay $747 million for the license and invest about $800 million to upgrade Syria’s wireless infrastructure, including deploying 5G services, while the Syrian government will retain a 25% stake in the venture, Bloomberg reports.

The award gives President Ahmed al-Sharaa one of his biggest early foreign investments as he seeks to rebuild the country’s economy after the U.S. eased most sanctions.

The license became available after Johannesburg-based MTN Group exited Syria, while Qatar’s Ooredoo was also competing for the concession. Zain competes with Syriatel, a mostly government-owned company.

Zain, which trades on the Boursa Kuwait stock exchange, counts the Kuwait Investment Authority and Omantel among its largest shareholders.

Egypt is exploring a new mechanism to finance late-stage startups, Investment and Foreign Trade Minister Mohamed Farid said. The initiative, which involves the Sovereign Fund of Egypt, aims to address funding gaps at early stages of company growth and support a new integrated investment data system. Farid, speaking on Monday at the 2026 annual investors meeting of Development Partners International, also outlined broader reforms to boost exports, upgrade trade infrastructure, and expand market access through technology and institutional coordination. Separately, the IMF said it has reached a draft agreement with Egypt on program reviews that could unlock about $1.6 billion in funds.

Masdar: The Abu Dhabi renewable energy company, which is owned by Mubadala, ADNOC and TAQA, broke ground on a $1.4 billion wind farm in Kazakhstan.

ADNOC: XRG, ADNOC’s international investment arm, has agreed to acquire a 32% stake in three YPF-operated gas blocks in Argentina.

Qatar Investment Authority: American Express Global Business Travel agreed to be acquired by Long Lake Management in a $6.3 billion all-cash deal, with the backing of major shareholders that include the QIA, Expedia and BlackRock.

DP World: DP World and Lintara Properties, the real estate development platform of Arcapita Group Holdings, have broken ground on a logistics center in Dubai’s Jebel Ali Free Zone.

Dubai Holding: Dubai Residential REIT acquired 220 townhouses in Jebel Ali Village for about $243 million, expanding its income-generating portfolio with assets.

The Daily Circuit: Shippers expect longer Hormuz delays + Qatar’s FIFA lab

In today’s Daily Circuit, we’re reporting on the helicopter crash at Aramco’s Ras Tanura refinery complex that killed 14 people aboard, Mubadala and other sovereign wealth funds shifting funds from the stock market to private equity and infrastructure investments, rents dropping in Dubai, and Qatar operating as a sports technology lab for FIFA. But first, shippers expect months of restricted traffic through the Strait of Hormuz as authorities work to clear underwater mines.  

Shipping through the Strait of Hormuz is likely to operate at less than half its normal capacity for months as naval mines and narrow navigation channels continue to restrict traffic, according to executives at some of the world’s biggest shipping companies.

The CEO of Japan’s NYK Line, Takaya Soga, said only two narrow transit routes are currently usable and warned shipping volumes are unlikely to return to pre-conflict levels anytime soon, while the International Maritime Organization estimates Iran may have laid about 80 naval mines in the waterway, the Financial Times reports.

A prolonged disruption would continue to complicate exports for Gulf energy producers including Saudi Aramco and ADNOC, while logistics operators such as AD Ports Group and DP World face slower vessel movements through one of the world’s busiest shipping lanes, even as alternative routes remain available for some cargoes.

Security risks have persisted since the June 17 U.S.-Iran agreement, with an Evergreen Marine container ship attacked after passing through the strait and a tanker reporting hull damage after being struck by an unidentified object, while Iran’s Revolutionary Guard requires ships to coordinate transits with its navy.

Although NYK, China’s COSCO Shipping and Italy’s Grimaldi have resumed some voyages, insurance company Allianz estimates more than 1,200 cargo ships carrying about $125 billion of goods were stranded during the disruption, and freight forwarder Kuehne+Nagel said there is no clear timetable for a full recovery.

L’Imad Holding: AD Ports Group and Emirates Global Aluminium, jointly owned by Mubadala and the Investment Corporation of Dubai, will invest $22.9 million to upgrade EGA’s berth at Khalifa Port.

Mubadala: Rising concentration in equity markets is driving sovereign wealth funds to reduce listed stock exposure and shift capital into private equity, private credit, and infrastructure to finance AI-related data center and energy expansion, the Financial Times reports. Mubadala already has 59% of its assets in private equity, infrastructure and real estate, according to the FT.

Mubadala: Indonesia’s Aceh province is seeking changes to Mubadala Energy’s plan of development for its Tangkulo gas field, as it wants the gas to be processed onshore rather than on a floating facility, Upstream Online reports

Public Investment Fund: Blackstone-backed hyperscale data center operator AirTrunk, which is partnering on a $3 billion data center investment with PIF-owned AI company Humain in Saudi Arabia, is close to filing for a $1.5 billion IPO of a real estate investment trust in Singapore.

🎥 Lights, Camera, Action: The ancient desert landscape of Saudi Arabia’s AlUla is set to host a wave of new film and television productions in the coming weeks, Arabian Gulf Business Insight reports. “We have the next two productions in the pipeline, and we have five or six productions within the region also looking to film in AlUla starting in the next couple of weeks,” Phillip Jones, Chief Tourism Officer at the Royal Commission for AlUla, told the news outlet. Saudi Arabia recently raised its cash rebates for film and TV production costs from 40% to as much as 60% of eligible spending, as it tries to lure international productions to the kingdom amid disruptions from the Iran war.

The Daily Circuit: Aramco resumes exports + ADNOC Drilling’s AI rig

In today’s Daily Circuit, we’re reporting on ADNOC Drilling activating its new AI-powered rig, Masdar City’s Biosphere Labs, GEMS Education investing $30 million to open schools in India, and U.S. President Donald Trump getting ready for takeoff in the Boeing 747-8 he received as a gift from Qatar. But first, Gulf energy companies are cautiously getting ships into position to resume exports.

Saudi Aramco and QatarEnergy are moving oil and natural gas back onto world markets after weeks of war-related disruptions, testing whether the U.S.-Iran ceasefire can keep the Strait of Hormuz open.

Aramco resumed exports from its Ras Tanura terminal, Saudi Arabia’s largest oil port, with two supertankers loading crude while a third waited offshore, Reuters reports. Meanwhile, at least eight LNG carriers have gathered outside QatarEnergy’s Ras Laffan complex, the world’s largest liquefied natural gas export facility, with additional vessels heading toward the terminal, according to Bloomberg.

The push to restart exports comes despite lingering security concerns after an Evergreen Marine cargo ship was struck by an unknown object in the Strait of Hormuz on Thursday, prompting the British navy to suspend escort operations while shipping companies reassess the risks of using the waterway.

Each of the tankers at Ras Tanura can carry about 2 million barrels of crude, and the terminal exported more than 5 million barrels a day before the conflict. Aramco last loaded a China-bound cargo there on March 8 before shifting exports to the Red Sea port of Yanbu after shipping through Hormuz was disrupted.

U.S. Secretary of State Marco Rubio ended a three-day Gulf tour on Thursday, saying all six GCC countries support keeping the Strait of Hormuz free of tolls and restrictions on commercial shipping instituted by Iran.

A Qatari company has agreed to purchase an infamous villa owned by the late Italian Prime Minister Silvio Berlusconi in one of Italy’s biggest-ever private real estate sales. Berlusconi’s heirs have agreed to sell Villa Certosa in the Costa Smeralda region on the island of Sardinia to Sheikh Jassim bin Hamad al Thani’s Constellation Hotels Holding for about $395 million, Reuters reports. Often used to host heads of state, billionaires and celebrities, the villa was also the setting for Berlusconi’s notorious “bunga bunga” parties, which were the subject of multiple investigations. Set on 300 acres overlooking the Mediterranean Sea, the property includes 126 rooms, an amphitheater, a rare cactus collection and a James Bond-style underground grotto for boats to dock.

ADNOC: Adnoc Drilling has activated its newest artificial intelligence-powered walking island rig. The rig is part of a $1.5 billion program awarded by Adnoc Offshore comprising six similar rigs, aimed at boosting output capacity and automation, The National reports.

Masdar: Masdar City has launched Biosphere Labs, the GCC’s first commercially scaled shared life sciences lab, in partnership with M42 and Attentive Science to provide researchers and biotech firms with access to specialized laboratory infrastructure in Abu Dhabi.

Masdar: Mohamed Jameel Al Ramahi, CEO of Masdar, met with Khamis Al Mazrouei, CEO of Sharjah National Oil Corporation, to mark one year since the inauguration of Sharjah’s first utility-scale solar plant, which was developed through Emerge, Masdar’s joint venture with French energy company EDF.

G42: Peng Xiao, CEO of Abu Dhabi-based G42, has been profiled by Block News International, in an article highlighting his leadership in positioning the company as a major force in global artificial intelligence development and infrastructure.

🎭 Arts Launch: Abu Dhabi is planning a major new addition to Saadiyat Island’s cultural district with the announcement of a performing arts center designed by the late Frank Gehry. Dar Al Funoon Abu Dhabi, meaning “house of the arts,” is expected to open in 2030 and will feature a multipurpose performance hall with more than 2,000 seats and an orchestra pit capable of holding up to 120 musicians, The National reports. It will also include a 3,500-seat outdoor amphitheater and a smaller studio theater and a 250-seat jazz venue for more intimate performances. Gehry, the famed architect who died in December aged 96, also designed Guggenheim Abu Dhabi, which is due to open later this year.

The Daily Circuit: ADNOC recruits gas cap partners + AviLease $650M bond sale

In today’s Daily Circuit, we’re reporting on AviLease’s oversubscribed $650 million bond sale, Egyptian fintech MNT-Halan’s plans for a Cairo IPO, Dubai Holding’s interest in Bain-backed data center operator HScale, and the Mideast conflict’s role in stalling efforts to lay high-speed undersea data cables. But first, ADNOC enlists TotalEnergies, BP and four other energy companies in a major gas project.

ADNOC has tapped six international energy companies to help it unlock a vast new source of natural gas at one of the UAE’s biggest oil fields.

The concession gives ADNOC a 60% stake, with TotalEnergies, BP, China National Petroleum Corp., China ZhenHua Oil, Japan’s JODCO and Korea GS E&P sharing the remainder, Zawya reports. It was approved by Abu Dhabi’s Supreme Council for Financial and Economic Affairs on Wednesday.

The project will develop natural gas trapped above the Bab oil field, a layer known as a gas cap that ADNOC says represents the world’s largest project of its kind. The gas has largely remained untapped because operators have focused on producing oil from the reservoir below.

Operated by ADNOC Onshore, the project is expected to produce 1.5 billion cubic feet of gas a day – about 15% of the capacity of ADNOC Gas – making it one of the UAE’s largest new sources of natural gas.

The additional production is aimed at reducing the UAE’s reliance on imported gas while supporting ADNOC’s growing export business in liquefied natural gas.

Meanwhile, a report by the International Energy Agency showed oil exports from the UAE in early June recovered to nearly 85% of the country’s pre-Iran war levels.

Iran and Oman are working with the International Maritime Organization on a plan to manage ship traffic through the Strait of Hormuz, raising questions over who will oversee one of the world’s busiest oil chokepoints. The discussions follow U.S. President Donald Trump’s rejection of any proposal that allows Iran to charge tolls for using the strait. The IMO is coordinating with Iran, Oman and the U.S. on safe shipping routes while discussing a broader agreement on administration of the waterway, Bloomberg reports. Meanwhile, more than 11,000 stranded seafarers are being evacuated in stages, with ships instructed to wait for routing orders before sailing through either Iranian or Omani waters.

Public Investment Fund: AviLease, the aircraft leasing company owned by the PIF, priced a $650 million five-year bond that attracted more than $4 billion in orders.

Dubai Holding: Dubai’s government investment arm is considering buying a stake in HScale, the global data center platform backed by Bain Capital, Bloomberg reports

Aramco: Sofon Industries, owned by Aramco, is gradually building Saudi Arabia’s sovereign shipbuilding sector by acquiring private shipyards, including one from Zamil in Dammam, as part of a broader strategy to develop and operate major naval industrial complexes, the Intelligence Online reports

Qatar Investment Authority: The QIA said it would invest 432 million euros ($491 million) as a cornerstone investor in German power company RWE’s 4 billion euro equity capital raising. The QIA is increasing its stake from 9.27% to 9.87%.

Qatar Investment Authority: Ari Emanuel’s U.S.-based investment vehicle MARI, which is backed by the QIA, is in advanced talks to acquire West End and Broadway group ATG Entertainment from Providence Equity Partners for $6 billion, the Financial Times reports.

Kuwaiti Colonel Sabah Al Sabah described the dramatic opening moments of Iranian missile attacks to senior British and Nato officers at the Royal United Services Institute Land Warfare conference held in London this week. “The first salvo of Iranian ballistic missiles took flight, and that air defence operation centre became a different kind of place,” Col Al Sabah said. “Every screen aligned, every frequency occupied, every fire unit in the network snapping into a terrible choreography it was designed for.”

Iraq’s Prime Minister Ali Al-Zaidi told Sky News Arabia that U.S. businesses will be given top priority for investment in Iraq, and that up to 500,000 bpd of Iraqi oil could be used to replenish the U.S. Strategic Petroleum Reserve.

Omar Alaoui Mhamdi, ACWA Power’s country manager in Morocco, said in an interview with Asharq Bloomberg that the company is seeking to expand its investments in Morocco’s renewable energy sector and also exploring opportunities in seawater desalination and green hydrogen.

The Daily Circuit: Allianz cautions on Hormuz claims + MGX’s $50B AI fund

In today’s Daily Circuit, we’re reporting on MGX raising $50 billion to fund AI infrastructure and technology, the possible sale by Standard Chartered of its retail and wealth banking business in Bahrain, QatarEnergy’s timetable for restoring full LNG production, and Oman joining a $255 million investment in Vietnam’s biggest hospitality and entertainment company. But first, Allianz tallies prospective shipping insurance claims from the Iran conflict.

The bill for the Iran war’s four-month chokehold over the Strait of Hormuz is starting to arrive.

Allianz, the world’s largest insurer by assets, said it has already received claims tied to ships damaged during the conflict, including cases that could result in total vessel losses, Bloomberg reports.

The Munich-based firm estimated that vessels and cargo worth $125 billion remained trapped in the Gulf as of June 15, exposing container ships, bulk carriers and oil tankers to drone and missile attacks.

War-risk insurance rates surged during the conflict, with some ships paying more than $1 million per voyage to transit the Strait of Hormuz, one of the world’s busiest energy channels. Allianz said more than 40 commercial vessels were hit during the Iran war, resulting in the deaths of 14 seafarers and generating insurance claims that could include total losses of ships. 

“Clearly, loss of life and property damage – in terms of both vessels and their cargo – are the main causes to date,” said Regis Broudin, global head of marine claims at Allianz Commercial.

Meanwhile, the International Maritime Organization announced a plan on Tuesday to evacuate 11,000 seafarers stranded in the Strait of Hormuz. The operation will be carried out in coordination with Iran, Oman, the U.S. and other Gulf countries.

Standard Chartered is exploring a sale of its retail and wealth banking business in Bahrain as the London-based lender shifts resources toward larger markets where it sees greater growth potential. The move will not affect its corporate and investment banking operations in the kingdom, which the bank said will continue serving clients through its international network, The National reports. The planned exit follows a broader strategy to focus on affluent and internationally connected customers across the Middle East. Standard Chartered joins other global lenders that have pared back Bahrain consumer operations, including HSBC, which sold its retail unit to Bank of Bahrain and Kuwait last year, and Citigroup, which exited through the sale of its consumer franchise to Ahli United Bank in 2022.

MGX: Abu Dhabi firm MGX has raised nearly $50 billion from sovereign wealth, pension, and institutional investors to fund AI infrastructure and technology, and now ranks as one of the biggest ever dedicated AI investment vehicles, Bloomberg reports

G42: AI cloud and advanced computing company Core42, a unit of Abu Dhabi’s AI-focused G42, is tripling the capacity of its Buffalo, N.Y., data center to 60MW.

L’Imad Holding: AD Ports Group, which is controlled by Abu Dhabi’s L’Imad, acquired an additional 30% stake in Dubai-based Global Feeder Shipping for $300 million, increasing its total ownership to 81%.

Oman Investment Authority: The OIA, alongside SeaTown Holdings International, a unit of Singapore’s Temasek Holdings, and Vietnam Oman Investment, has invested $255 million in a private credit deal for Vietnam’s largest hospitality and entertainment brand Vinpearl.

Public Investment Fund: Mike Thompson was appointed as CEO of Riyadh-based facilities management firm FMTECH, which is majority-owned by the PIF, after the recent closing of JLL’s acquisition of a stake in the company. Thompson has worked for JLL for almost 20 years. Separately, Mansour Alammari joined the PIF as a member of its local real estate investments team.

U.S. Secretary of State Marco Rubio arrived in Abu Dhabi on the first leg of a three-nation tour of Gulf countries aimed at easing their concerns about the result of an agreement intended to end the war with Iran, AP reports. Rubio was greeted upon arrival at Al Bateen Executive Airport by UAE Ambassador to the U.S. Yousef Al Otaiba.

Dr. Sultan Al Jaber, UAE Minister of Industry and Advanced Technology and ADNOC Managing Director and Group CEO, met with Meg O’Neill, CEO of BP, at ADNOC Headquarters in Abu Dhabi on Tuesday.

Patrick Pouyanne, CEO of TotalEnergies, said at an energy conference in Paris on Tuesday that the French oil major needs to prioritize the building of pipelines that could export oil and gas from the Middle East without ships going through the Strait of Hormuz.

🎥 Film Vision: Shivani Pandya Malhotra, the former managing director of Saudi Arabia’s Red Sea Film Festival, has set out the vision for her Dubai-based Ta Films production company in an interview with Variety. Finance firms reassess Gulf business plans after Iran strikes

Financial firms in the UAE shifted into contingency mode after Iranian missile and drone strikes shook Dubai and Abu Dhabi, prompting banks, hedge funds and investment houses to activate remote-work plans and reassess operational risks.

Authorities urged residents to limit movement and work from home while flights were disrupted across the Gulf, leading some companies and wealthy clients to organize evacuations by land to neighboring countries.

“The majority of our staff are currently working remotely, with only a few operating on-site where necessary,” Vijay Valecha, Chief Investment Officer of Dubai-based Century Financial, told The Circuit. “Despite this shift, our operations continue to run smoothly without disruption.”

Banks including Goldman Sachs, JPMorgan Chase and Citigroup instructed employees to work from home or shelter in place while executives began to evaluate their regional exposure, Bloomberg reports.

If they continue for more than a few days, the Iranian attacks could threaten the UAE’s rise as a hub for hedge funds, which was built on a reputation for stability that had drawn global capital in recent years.

Traders said some of their clients were moving their assets into gold and oil, which are typically among the most affected by geopolitical tensions. “Rather than reducing their risk appetite, many clients are actively looking for short-term trading opportunities,” Fadi Al Kurdi, the founder and CEO of market analysis-firm FFA Kings in Dubai, told The Circuit.

Oil prices jumped about 10% as the Iran conflict intensified, with analysts warning crude could spike toward $100 a barrel if supply disruptions worsen.

Abu Dhabi’s IHC merges holdings to establish Judan Financial

Abu Dhabi’s International Holding Co., the UAE’s largest publicly traded company, said it plans to launch Judan Financial Holding, a new international financial services firm with $237 billion in assets under management.

The new conglomerate will consolidate IHC’s largest finance businesses, including Alpha Dhabi, 2PointZero Group and Sirius International, providing services in banking, insurance, asset management and fintech. 

Sheikh Tahnoon bin Zayed, the UAE National Security Adviser, will serve as Judan’s Chairman, as he does at IHC. Investment Minister Mohamed Alsuwaidi will be CEO, Vice Chairman and Managing Director, according to a government statement.

Creating Judan as an umbrella holding company comes amid a broader restructuring in Abu Dhabi’s investment holdings and reflects IHC’s push to build up its financial services globally. The firm will control more than 20 operating companies and serve over 11 million clients in 13 countries.

Last month, Abu Dhabi’s newest sovereign wealth fund, L’Imad Holding, took control of ADQ, creating an investment firm chaired by Crown Prince Sheikh Khaled bin Mohamed. ADQ, which managed $263 billion before the merger, had been chaired by Sheikh Tahnoon and headed by Alsuwaidi, who now leads asset management firm Lunate.

The Daily Circuit: Davos draws Gulf CEOs + UAE-India gas deal

In today’s Daily Circuit, we’re reporting on the UAE’s $3 billion LNG deal with India, ACWA Power’s acquisition of a stake in Kuwait’s Az Zour project, private equity firm Alta Semper taking control of UAE-based sports nutrition company Nature’s Rule, and a joint defense venture between the UAE’s EDGE and Qatar’s Barzan Holdings. But first, Gulf executives navigate Switzerland’s frigid terrain at the World Economic Forum.

Davos is once again pulling the Gulf’s top business leaders to Switzerland’s snow-capped ski resort, where executives from the Middle East are mingling at the World Economic Forum with global corporate heavyweights including Bridgewater’s Ray Dalio, BlackRock’s Larry Fink and Palantir’s Alex Karp.

From Saudi Arabia, the delegation includes Talal Al Maiman, CEO of Kingdom Holding, Tareq Al Sadhan, CEO of Saudi National Bank, Abdullah Aladel, managing director and CEO of Alkhair Capital, Marco Arcelli, CEO of ACWA Power, and Jerry Inzerillo, group CEO of Diriyah Company.

The UAE contingent includes Khaldoon Al Mubarak, Managing Director and CEO of Mubadala Investment Co., and Dr. Sultan Al Jaber, CEO of ADNOC and Minister of Industry and Advanced Technology, alongside private-sector leaders such as Peng Xiao, CEO of G42, and Badr Jafar, CEO of Crescent Enterprises.

Qatar is represented by Mansoor Al-Mahmoud, CEO of the Qatar Investment Authority, and Saad Al-Kaabi, president and CEO of QatarEnergy. Bahrain’s presence includes Abdulla Al Khalifa, CEO of Mumtalakat, the kingdom’s sovereign wealth fund, and Hisham Alrayes, CEO of GFH Financial Group.

Several of the execs were making the rounds at the TV networks that give Davos wall-to-wall coverage. Al Mubarak, for one, annually uses the Swiss conference as a pulpit to raise Mubadala’s international visibility. 

“Leaving the noise and the hype aside, I think we have a very clear view of what we think are the investable spaces,” Al Mubarak said in an interview with Bloomberg. “Particularly when it comes to AI enablement, there are a lot of aspects that I think we believe in.”

India has signed a $3 billion deal to buy liquefied natural gas from the United Arab Emirates, making it the UAE’s largest LNG customer, as the two countries moved to deepen trade and defense ties. The agreement was struck during a working visit by UAE President Sheikh Mohamed bin Zayed, with both sides pledging to double bilateral trade to $200 billion within six years and pursue a strategic defense partnership, Reuters reports. As per the agreement, Abu Dhabi state firm ADNOC Gas will supply half a million tons of LNG a year to Hindustan Petroleum over 10 years, taking ADNOC’s total contracts with India to more than $20 billion. Indian officials said the defense cooperation would not draw New Delhi into regional conflicts, despite shifting alliances in the Gulf.

Abu Dhabi artificial intelligence firm Presight will develop a platform to boost the UAE’s foreign trade capabilities by analyzing real-time data from sources including ports, shipping routes and customs records. The G42 company signed an agreement with the UAE’s Ministry of Foreign Trade, announced on Monday, to create a series of AI-powered tools that will support its mission to be the world’s first AI-driven trade ministry. “The future of trade belongs to economies that can see early and move fast, Mansoor Al Mansoori, Vice Chairman of Presight, said. “By putting real-time insight into the hands of decision-makers, we reduce friction, compress timelines, and help governments and businesses operate with confidence.”

Mubadala: Mubadala Bio’s subsidiary Bioventure Healthcare secured the European Union’s Good Manufacturing Practice certification, a key requirement for enabling pharmaceutical product export to the EU.

The Daily Circuit: Gulf financial chiefs in Davos + Masdar-Engie venture

In today’s Daily Circuit, we’re reporting on the Abu Dhabi solar plant being built by Masdar and French utility Engie, NMDC Group’s acquisition of Spain’s Lantania Aguas water company, Libya’s $2.7 billion free zone partnership with firms in Qatar and Italy, and more international shipping lines cautiously returning to the Red Sea. But first, Davos takes center stage.

From the Gulf’s desert capitals to the icy streets of Davos, senior government officials and corporate powerbrokers from the United Arab Emirates, Saudi Arabia, Qatar and Bahrain are converging on Switzerland for the World Economic Forum, the weeklong economic jamboree that opens tonight.

The UAE is sending a delegation of more than 100 ministers, senior officials and business leaders, led by Sheikha Latifa bint Mohammed, Chairperson of Dubai Culture and Arts Authority, with Finance Minister Mohamed bin Hadi Al Hussaini, Minister of Economy Abdullah bin Touq Al Marri and Mubadala CEO Khaldoon Al Mubarak among those holding meetings and appearing on panels.

Saudi Arabia’s delegation is headed by Foreign Minister Prince Faisal bin Farhan and includes Finance Minister Mohammed Al-Jadaan, Investment Minister Khalid Al-Falih, Ambassador to the U.S. Princess Reema Bandar Al Saud and senior executives from the kingdom’s Public Investment Fund and flagship companies.

Qatar is also marking a strong presence, bringing a host of government and business leaders including Ali bin Ahmed Al-Kuwari, Minister of Finance, Mohammed bin Ali Al Mannai, Minister of Communications and Information Technology, and senior executives from the Qatar Investment Authority, Qatar Stock Exchange and major banks.

Bahrain’s delegation will feature Finance and National Economy Minister Sheikh Salman bin Khalifa, Sustainable Development Minister and Economic Development Board CEO Noor bint Ali Al Khalifa, Industry and Commerce Minister Abdullah bin Adel Fakhro, and Mumtalakat CEO Sheikh Abdullah bin Khalifa.

All four countries will run their own bases of operations along the Promenade, the main street in Davos — UAE House, Saudi House, the Invest Qatar Pavilion and GFH Bahrain — featuring speakers and panel discussions designed to attract investors and deepen global ties.

UAE President Sheikh Mohamed bin Zayed began a visit today to India, where he was due to meet Prime Minister Narendra Modi. This marks the UAE President’s third visit, and comes after trade between the UAE and India surged to $100 billion in 2024‑25 following implementation of a Comprehensive Economic Partnership Agreement. The visit also comes as state-owned Etihad Water and Electricity said it is planning a feasibility study for a proposed undersea power link. The “one sun, one world, one grid” initiative would allow solar power to be traded between the countries. The UAE is home to more than 3.5 million Indians, its largest expatriate community.

Sovereign wealth funds from the Gulf are putting more money into private lending deals in emerging markets to earn higher returns. The move reflects a search for alternatives as traditional bonds offer lower yields and banks pull back from riskier markets, Bloomberg reports. The Gulf funds – including the UAE’s Mubadala and Abu Dhabi Investment Authority, and Saudi Arabia’s Public Investment Fund – are teaming up with global asset managers to provide loans directly to companies and projects that struggle to access financing. Mubadala Capital, for example, the sovereign fund’s alternative asset management arm, has secured about $240 million in commitments for its latest Brazil vehicle after closing a $710 million fund focused on the country in 2023.

Masdar: Masdar and French utility Engie have reached financial close on the 1.5GW Khazna Solar PV project in Abu Dhabi, backed by financing from seven banks and a 30-year power purchase agreement with Emirates Water and Electricity Company. 

International Holding Co.: NMDC Group, majority owned by IHC’s Alpha Dhabi Holding, said its subsidiary NMDC Infra agreed to acquire a 51% stake in Spain’s Lantania Aguas to form Lantania NMDC Water, creating a global water-sector player.

Public Investment Fund: The Royal Commission for AlUla signed a memorandum with SURJ Sports Investment to explore sports programmes, joint investments and hosting major events to boost AlUla’s position as a global sports destination.

Mubadala: Waleed Al Mokarrab Al Muhairi, Mubadala’s Deputy Group CEO, joined the first episode of the Abu Dhabi sovereign fund’s newly-launched podcast series “The Exchange” to talk about conviction-led investing.

🦁 Mane Attraction: The last drawing of a lion by Rembrandt remaining in private hands will be displayed in Saudi Arabia later this month ahead of its auction in New York, where it is expected to fetch more than $15 million. “Young Lion Resting,” one of six known lion drawings by the Dutch master, will be displayed at Diriyah’s Bujairi Terrace from Jan. 24 to 25, as part of the Leiden Collection of 17th-century Dutch and Flemish art. Proceeds from the sale will benefit Panthera, a wild cat conservation organization chaired by the co-owner of the painting, philanthropist Jon Ayers. Panthera is leading the re-introduction of the critically endangered Arabian leopard to AlUla.

The Daily Circuit: Saudi interest in Greenland’s minerals + ADNOC eyes Venezuela

In today’s Daily Circuit, we’re reporting on ADNOC’s interest in Venezuelan gas, Qatari plans to buy control of two Syrian banks, the Arab Energy Fund taking a minority stake in Saudi Arabia’s Arabian Petroleum Supply Co., and plans for an $8.2 billion Mercedes Benz-branded city in Dubai. But first, Greenland’s mineral resources are attracting investors in Saudi Arabia.

Amid U.S. President Donald Trump’s declarations of interest in taking over Greenland, a Saudi investment group is in talks with New York-based Critical Metals Corp. to build a refinery for processing the massive Arctic island’s mineral resources.

Critical Metals announced on Thursday that it signed a non-binding term sheet to form a 50-50 joint venture with Saudi Arabia’s Tariq Abdel Hadi Abdullah Al-Qahtani & Brothers. The facility would be linked to the U.S. company’s planned Tanbreez mining project in Greenland.

Under the plan, about a quarter of the minerals from the Tanbreez mine would be processed in Saudi Arabia, which is looking to extract more value from its own deposits of so-called rare earths. Critical Metals said the refined materials could be used in high-tech applications and distributed through U.S. defense supply chains.

If finalized, the deal would give Critical Metals guaranteed customers and likely ease its path to full financing for the project, which is estimated to cost $290 million to start production by next year.

“We see a strong opportunity to work closely with partners in the United States to responsibly develop and deploy these materials in support of next-generation technologies,” Abdulmalik Tariq Al-Qahtani, the Saudi firm’s CEO, said in a statement.

Qatar’s Estithmar Holding is poised to purchase controlling stakes in two Syrian banks. The investment group plans to take over majority ownership of Shahba Bank and about 30% of Syria International Islamic Bank, Reuters reports. The move would be the first foreign banking acquisition in Syria since the fall of Bashar al-Assad and follows the recent lifting of U.S. sanctions on Syria. The year-old interim government of President Ahmed al-Sharaa has been seeking to bring foreign capital into Syria’s banking system after more than a decade of conflict.

Competition to dominate the events space in the Gulf is heating up, with two major groups exploring the potential to launch IPOs this year. Dubai World Trade Centre and U.K.-based Informa Group, which host some of the emirate’s biggest conferences and expos, have hired Rothschild & Co. as a financial adviser for a potential listing in Dubai, Bloomberg reports. The pair announced a joint venture last March to own and operate major events, including the Dubai Airshow and Gulfood. Meanwhile, the organizer of Saudi Arabia’s Future Investment Initiative, Richard Attias & Associates, is among eight companies earmarked by the Public Investment Fund for IPOs this year.

ADNOC: Abu Dhabi’s state oil company is evaluating a potential investment in Venezuela’s natural gas industry as the beleaguered country tries to revive output and attract foreign partners, Bloomberg reports.

TAQA: Abu Dhabi National Energy Company (TAQA), Emirates Water and Electricity Company, Masdar, EDF power solutions and Jinko Power Technology announced the issuance of long-term green bonds to refinance Al Dhafra Solar Photovoltaic Independent Power Plant, raising more than $870 million. 

Masdar: UAE’s Masdar is partnering with Elite Agro Holding to launch the MENA region’s first agricultural photovoltaic project, combining solar panels with greenhouses. Masdar and Montenegro’s national power utility EPCG, meanwhile, agreed to explore a joint venture to develop and operate large-scale renewable energy projects.

Qatar Investment Authority: Qatar National Bank raised $650 million through a Formosa bond issue in Taiwan, with HSBC, KGI Securities and Standard Chartered acting as joint managers.

ADQ: AD Ports Group signed a $228 million land sale agreement with Danube Properties for a major residential and mixed-use project on roughly 1 million square meters within Abu Dhabi’s KEZAD Town Centre.

Arab Energy Fund: The fund has taken a minority stake in Saudi Arabia’s Arabian Petroleum Supply Co., backing the company’s regional expansion across fuel supply, logistics and related energy services.

The “Origins II” auction taking place in Diriyah on Jan. 31 comes amid a growing appetite for fine art investment in the kingdom, where Sotheby’s held its first international sale last January, netting $17 million. Among this year’s works is Warhol’s 1978 painting of Muhammad Ali, originally commissioned by U.S. investment banker Richard Weisman.
