The Daily Circuit: Mubadala eyes Japan data center + ADNOC’s new fleet

In today’s Daily Circuit, we’re reporting on ADNOC spending $1.3 billion to bolster its fleet of oil and gas vessels, the construction of Jeddah Tower soaring past 100 floors, Saudi property developers turning to private real estate funds to finance new projects, and a forgotten painting by one of the Gulf’s most important artists is discovered in storage. But first, the UAE looks to Japan for its next big AI splurge.

Mubadala is reported to be considering investing as much as ¥1 trillion ($6.3 billion) to build what could become Japan’s biggest artificial intelligence data center.

The Abu Dhabi sovereign wealth fund would lead a round of investment into the 500-megawatt project in the Akita prefecture of northern Japan, according to reports by Bloomberg and Japan’s Nikkei newspaper. Total investment surrounding the project could reach as much as ¥2 trillion.

Japan is gaining attention from global investors competing for AI infrastructure assets, as it is seen as a relatively stable market amid conflicts in the Middle East and Europe and escalating trade tensions between the U.S. and China. 

The Japanese government is planning to designate several regions, including Akita, as investment zones for AI and semiconductor manufacturing, along with offering financial incentives.  

Mubadala has become one of the world’s leading global investors in AI, largely through MGX, a partnership with G42, which recently participated in the buyout of U.S.-based Aligned Data Centers. In June, MGX was also reported to be exploring the potential acquisition of Singapore-based data center operator DayOne.

The construction of Jeddah Tower has topped 100 floors, with planned completion on track for 2028, according to Saudi Arabia’s Kingdom Holding Co. The tower, which is designed to surpass Dubai’s Burj Khalifa as the world’s tallest building, has reached level 106, or about 430 meters. The project will feature luxury residences, offices, a hotel and the highest observation deck in a skyscraper. Kingdom Holding, which is controlled by Saudi billionaire Prince Alwaleed bin Talal, gave the update while reporting first-half earnings. The company reported a 38% decline year-on-year in first-half net profit to $160 million, citing lower dividend income, higher costs and increased taxes. Net asset value rose 15% driven by a 62% increase in the value of the company’s stake in SpaceX following its IPO on the Nasdaq.

DP World: DP World has agreed to acquire six U.K. grocery logistics sites from GXO Logistics, expanding its European footprint and strengthening its end-to-end supply chain services.

QatarEnergy: ConocoPhillips said delays to its Qatar LNG project – in which it is a partner with QatarEnergy – are expected to last months rather than a year, with no impact on free cash flow anticipated despite disruptions caused by the U.S.-Iran war.

Public Investment Fund: The U.K.’s antitrust watchdog has given the all-clear to Paramount Skydance’s Gulf-backed $110 billion merger with Warner Bros. Discovery, saying the takeover doesn’t raise any competition concerns in Britain. The PIF, the Qatar Investment Authority and Abu Dhabi’s L’Imad Holding are all backing the deal, which faces legal challenges in the U.S.

🎨 Hidden Treasure: The son of pioneering Saudi artist Abdulsattar Al-Mussa has unearthed a previously unknown artwork by his late father hidden in storage, Arab News reports. The painting, believed to date back to 1979, features a woman washing another woman’s feet. One of the most significant Gulf artists of his generation, Al-Mussa was known for figurative work focusing on the daily lives of Saudi people. The painting was created in Moscow, where the artist trained and lived for much of his life. “My mom actually remembers the painting, because she saw him working on it. But then it disappeared and he never talked about it, and we never saw it. I don’t know why,” his son Ali Al-Mussa said.

The Daily Circuit: LIV Golf gets a lifeline + ADNOC’s winning oil tactics

In today’s Daily Circuit, we’re reporting on ADNOC moving more oil through the Strait of Hormuz over the past two months than any other producer, Riyadh’s prime office space in high demand despite the regional conflict, the Kuwait Investment Authority securing a $4.25 billion loan, and construction of Dubai’s Trump Tower moves ahead. But first, LIV Golf may have found its way out of the woods. 

LIV Golf has secured a lead investor, according to CEO Scott O’Neil, in a development that looks likely to save the rebel league from filing for bankruptcy after the exit of Saudi Arabia’s Public Investment Fund earlier this year. 

Without identifying the parties involved, O’Neil said the investor had signed an agreement approved by LIV’s board, while others have shown interest in taking minority stakes. 

The private credit arm of British investment firm BC Partners is the party leading the group of investors, according to a Bloomberg report

“This is a moment that we’re very happy about, that we’re thrilled to announce, that we’re proud to be a part of,” O’Neil said on Thursday. “It’s certainly an investor of weight, and we’re all locked in on making it happen.” 

LIV went into crisis in April when the PIF said it would withdraw its backing, following years of heavy losses and weak television audiences. The league started laying the groundwork for a potential U.S. bankruptcy filing if it failed to raise new money and also notified employees in the U.S. and U.K. last month that they faced mass layoffs.

Saudi Arabia’s pressure on foreign companies to host their regional headquarters in the kingdom has helped drive up its office market even amid the regional conflict. Riyadh office occupancy reached 97% in Q2 as multinational companies continued relocating under the policy. Prime office rents rose 3% year-on-year, held back only by a rental freeze, driven by strong demand from technology and healthcare firms and a shortage of high-quality space. In contrast, the residential market weakened, with transaction volumes down 14% and total traded value falling by around a quarter as higher borrowing costs weighed on buyers. Real estate investment consultancy CBRE said the divergence reflects a maturing market adjustment rather than a downturn, with planned new supply expected to reshape the balance over time.

The Daily Circuit: Neom’s AI data center + Wynn sets casino debut

In today’s Daily Circuit, we’re reporting on next year’s launch date for Wynn Resorts’ UAE casino, Mubadala’s investment in a $250 million funding round for Dubai-based Moove, PIF-backed Lucid’s spending cuts on EV production, and the NBA’s decision to suspend its annual pre-season games in Abu Dhabi. But first, Neom pushes forward with its expansive AI data center. 

Saudi Arabia plans to begin construction within two to three months of a giant AI data center that’s part of its Neom megaproject.

DataVolt, the data center’s developer, is lining up customers for the first phase of the 1.5-gigawatt AI venture, which is backed by an initial $5 billion investment and targeted to begin operations in 2028, CEO Rajit Nanda tells Arabian Gulf Business Insight.

The installation at Oxagon, Neom’s port and industrial hub on the Red Sea, is designed as an “AI factory,” pairing massive computing power with renewable energy, cooling systems and high-speed connectivity, Nanda said.

The massive AI data center is part of a reset for Neom as Saudi Arabia grapples with budget deficits caused by volatile oil prices and directs spending toward projects with clearer commercial returns. 

That has meant scaling back The Line, the planned 170-kilometer (105-mile) linear city projected to cost more than $1 trillion, and delaying Trojena, the $38 billion mountain resort that was forced to give up hosting the 2029 Asian Winter Games because construction fell behind schedule.

Dubai-based Moove has closed a $250 million investment round led by Abu Dhabi’s Mubadala, valuing the fleet management startup at $2.1 billion, as it pivots towards servicing self-driving cars. Moove, which has partnerships with Uber Technologies and Google-owned Waymo, is planning to expand its network of “Nests,” where autonomous vehicles are charged, serviced and maintained, largely by other robots. The Series C funding round was co-led by Toyota’s Growth Fund Woven Capital and Ion Pacific. Moove, which started out providing car financing for drivers on ride-hailing apps, was founded in Nigeria in 2020 before expanding to the UAE, India, the U.S. and the UK. The funds will also be used to launch Moove in new markets.

Saudi Aramco: The world’s biggest oil company is exploring ways to expand its export capacity amid attacks from Iran and Yemen, including a possible expansion of its East-West pipeline to the Red Sea port of Yanbu, Bloomberg reports.

Abu Dhabi Investment Authority: Shares in Indian hospital group Manipal Health Enterprises rose 11% in their Mumbai debut on Wednesday following the company’s $960 million initial public offering, in which ADIA took a 4.8% anchor stake.

Public Investment Fund: Electronic Arts has completed its $55 billion acquisition by a consortium comprising Saudi Arabia’s PIF, Silver Lake and Jared Kushner’s Affinity Partners, marking a new chapter for the gaming company under private ownership.

Public Investment Fund: A U.S. federal judge in California has scheduled a 12-day trial to start on March 2 to hear cases against Paramount Skydance’s Gulf-backed $110 billion takeover of Warner Bros. 

Lucid Group: The struggling PIF-backed electric vehicle maker is planning to cut expenses and come up with $1.4 billion in cash savings this year, new CEO Silvio Napoli tells Bloomberg.

The Daily Circuit: Aramco profit soars + Whoop grows in UAE

In today’s Daily Circuit, we’re reporting on Whoop bolstering its presence in the UAE, Masdar securing financing for battery storage projects in the U.K., DP World developing an industrial park in Kenya, and Turkey offering new tax incentives to lure wealthy expats and investors from Dubai. But first, Saudi Aramco shakes off war concerns to report soaring profit.

Saudi Aramco posted a 33% jump in second-quarter profit as the war in Iran sent energy prices soaring and the world’s biggest oil company kept exports flowing despite the closure of the Strait of Hormuz.

The company said attacks on key oil infrastructure in July had no material impact on its operations or financial results, with exports maintained through Saudi Arabia’s East-West Pipeline, storage facilities and Red Sea terminals.

Aramco’s remarks on the July attacks were the first time it acknowledged the assault after Yemen’s Houthi rebels claimed strikes on Saudi oil sites and the kingdom intercepted drones launched from Iraq.

The company said it is continuing to maximize exports of diesel, jet fuel and other refined products from its Red Sea refineries, where margins have remained strong even after crude prices retreated following the U.S.-Iran ceasefire.

Meanwhile, the UAE cut its reliance on the Strait of Hormuz in July, reducing oil exports through the waterway by 53% to 950,000 barrels a day while shifting more shipments to Fujairah via its 1.5 million-barrel-a-day bypass pipeline, The National reports. Exports fell nearly 20% to 3.5 million barrels a day.

Whoop is planning to open another office in the UAE, fresh on the back of raising $575 million in funding from investors led by Abu Dhabi’s Mubadala earlier this year. Will Ahmed, CEO of the Boston-based wearable fitness tracker company, said the move was “critical for growth” both in the GCC, as well as in Africa and Asia. “If you’re an entrepreneur like me, you’re used to going to places and being told ‘no’, and you’re used to going to places and being told, ‘well, that seems hard’. With the culture of Abu Dhabi, it’s an environment where people say ‘yes, let’s do it’ or ‘hey, how can this actually be bigger?’,” he told Mubadala’s company podcast. Whoop’s funding round in March, which was also backed by Abu Dhabi’s 2PointZero Group and the Qatar Investment Authority, valued the company at $10.1 billion.

Mubadala Capital: Brazilian company Acelen Renováveis, which is fully owned by the asset management arm of Abu Dhabi’s Mubadala, is driving a $3 billion project to make sustainable aviation fuel from the macaúba fruit, Bloomberg reports.

Masdar: Masdar has secured up to $130.5 million in financing for four U.K. battery energy storage system (BESS) projects, with a combined capacity of 205 MW/540 MWh.

Masdar: Jordan’s SEPCO and SITE Technology have signed an Engineering, Procurement and Construction contract for a 25 MW wind farm in Ma’an Governorate, fully funded by the UAE through Masdar under a cooperation agreement signed in February, with SEPCO set to operate and maintain the project after completion.

Saudi Aramco: The Saudi state oil company gained the largest commercial payoff among sponsors of the 2026 FIFA World Cup, with Brand Finance estimating it added $1.08 billion in brand value and $26.1 billion in corporate value through its sponsorship, Asharq Bloomberg reports.

DP World: DP World has signed an agreement with Kenya’s GulfCap Africa to develop the Mombasa Industrial Park Special Economic Zone.

The Daily Circuit: PIF closes in on EA games + Emirates NBD in Egypt

In today’s Daily Circuit, we’re reporting on Emirates NBD acquiring HSBC Egypt’s retail banking business, UAE developers taking on higher debt, oil loading back on track at Saudi Arabia’s Red Sea port of Yanbu, and the Milken Institute forum convened alongside the Mubadala D.C. Open tennis tournament. But first, the PIF’s Electronic Arts deal is closing. 

Almost a year after Saudi Arabia’s Public Investment Fund launched its bid for Electronic Arts, ardent gamer Crown Prince Mohammed bin Salman will take control tomorrow of one of the world’s largest video game companies.

The PIF’s $55 billion take-private deal for EA, backed by private equity firm Silver Lake and Jared Kushner’s Affinity Partners, is expected to formally close at the end of trading on Aug. 4, after clearing a last regulatory hurdle from the European Commission last week.

Electronic Arts oversees a large stable of gaming franchises, from “Battlefield” and “The Sims” to sporting titles like “EA Sports FC,” formally known as “FIFA.” “Battlefield 6” has been a huge hit, selling seven million copies in three days when it launched last October and even outselling “Call of Duty,” one of the Crown Prince’s favorite games.

But the deal, considered the biggest leveraged buyout in history, saddles the new owners with about $20 billion in debt, adding to concerns in the industry that it will lead to fresh rounds of consolidation, cost-cutting and layoffs.

This comes as the PIF’s willingness to pump billions into its trophy investments has been curbed since the deal was struck last September amid a broad reassessment of spending on Vision 2030 mega projects and the growing economic toll of the Iran conflict.

Aldar and other UAE developers reported higher profits in the first half of 2026, but a surge in construction and handovers is pushing companies to take on more debt. Dubai’s Binghatti and Abu Dhabi’s Modon and Aldar have increased borrowing as they shift from selling off-plan units to completing existing projects amid weaker speculative demand, Arabian Gulf Business Insight reports. Binghatti spent about $354 million more than it generated from operations, while capital tied up in developments more than tripled, and buyer escrow funds fell by $872 million as completions rose 16% to 1,669 units. Aldar and Modon also saw borrowing rise as construction commitments increased, although both said supply chains remained largely unaffected by the conflict.

UAE-backed GlobalFoundries secures $300M U.S. funding for AI chip technology

UAE-backed chipmaker GlobalFoundries will receive $300 million from the U.S. government to develop silicon photonics technology aimed at making AI data centers faster and more energy efficient.

The investment, part of the Biden-era Chips Act program being redirected under President Donald Trump, will support technology that uses light instead of electrical signals to move data between chips, reducing power consumption and heat generation.

Abu Dhabi sovereign wealth fund Mubadala owns about 73% of GlobalFoundries.

 The U.S. Department of Commerce will receive a stake of about 1% in the chipmaker under a separate agreement.

The kingdom held discussions with military representatives from 43 countries in Riyadh on Thursday, with 13 countries initially expressing support, including Kuwait, Bahrain, Qatar, Egypt and Jordan. 

An initial statement said Saudi Arabia would host the headquarters of the alliance, but did not detail specific military commitments from any country. 

Threats and attacks on vessels linked to Saudi Arabia have slowed traffic through the Bab al-Mandab, a chokepoint at the southern end of the Red Sea. The route has become a critical alternative for oil giant Aramco’s exports amid disruptions to the Strait of Hormuz. 

Six Saudi oil tankers waiting outside Bab al-Mandab appeared to sail off in the direction of South Africa on Friday, with four signaling Durban or Algoa Bay ports and another two indicating they would sail around Africa to Gibraltar, Bloomberg reports.

Oman has launched a major clean-up operation after oil spills from vessels stranded by the prolonged closure of the Strait of Hormuz polluted beaches in Musandam, threatening marine life, fishing and tourism. Dead fish have been reported in coastal waters, while fishermen in Khasab and Bukha said the spills have damaged nets, clogged boat engines and disrupted their livelihoods. Tourism operators have also cancelled beach camping bookings as oil contamination has made some areas unsafe for swimming. The Daily Circuit: Saudi Arabia’s deepening deficit + Alpha Dhabi’s Aldar selloff

👋 Hello from the Middle East!

In the Daily Circuit today, we’re reporting on Saudi Arabia’s split with the IOC over staging the Olympic Esports Games, the new expansion plans for Abu Dhabi’s Zayed International Airport, Alpha Dhabi’s efforts to raise $400 million by selling part of its stake in Aldar, and Lunate’s new $1 billion investment platform. But first, third-quarter numbers show the depth of Saudi Arabia’s budget woes.

After a week of navel-gazing at the FII business conference in Riyadh about the impact of falling oil prices, Saudi leaders received third-quarter data that illustrates why they need to keep making hard decisions on budget cuts.

In the three months ending Sept. 30, the Saudi Finance Ministry said its deficit widened to 88.5 billion riyals ($23.6 billion), bringing the total shortfall for the year to nearly $50 billion. Oil revenue fell to about $40 billion from just under $51 billion a year earlier, while non-oil income held steady at $31.7 billion, according to the report issued Thursday.

Now it becomes clearer why one cabinet minister after another this week took to the stage at the King Abdulaziz International Conference Center to solicit foreign investment, conceding that the government will have to shrink or defer parts of its most ambitious megaprojects like NEOM. Some 9,000 FII attendees went home digesting prospects for a new era of austerity.

Ratifying that conclusion, the kingdom’s number crunchers now project a 2025 deficit of 5.3% of GDP as oil prices have slid in the past three years to below $70 a barrel from a high of $125.

The Saudi Capital Market Authority, meanwhile, has delayed a decision on whether and how to open Riyadh’s Tadawul stock market to non-resident foreign investors until next year, Bloomberg reports. The Capital Market Authority is analyzing public and stakeholder feedback on the move.

“We will be revisiting foreign ownership limits next year,” Mohammed El-Kuwaiz, CMA Chairman, said. “Whether or not we will eliminate foreign ownership limits or more gradually increase them on multiple stages, this will really become the output of our analysis.”

OLYMPICS TORCHED

Saudi Arabia and the International Olympic Committee have “mutually” ended a deal to jointly hold the Olympic Esports Games. The IOC and the kingdom will pursue their own esports ambitions separately, Bloomberg reports. The 12-year agreement, signed last year, was supposed to see Saudi Arabia host the inaugural Esports Olympics, a part of its ambition to be a global hub for gaming. The kingdom held its second Esports World Cup over the summer, attracting more than 2,000 professional players from over 100 countries, and its Public Investment Fund has since signed a blockbuster $55 billion deal to take gaming company Electronic Arts private.

Abu Dhabi is already planning a major expansion of Zayed International Airport, just two years after it doubled its capacity to 45 million passengers a year with the opening of Terminal A. Construction work will start in two years, with plans to increase capacity to 65 million, The National reports. “We opened in November 2023 and at the first board meeting, I broke the news to the board that we had to think about expansion,” Abu Dhabi Airports Managing Director and CEO Elena Sorlini told the Skift Global Forum East event in the capital. The expansion is partly needed to meet the demands of Etihad Airways, which is planning to double in size and carry 38 million passengers by 2030. The airport is also rolling out the use of biometrics to transit passengers to speed up transfers within the airport, which make up 60% of its current traffic.

International Holding Co.: IHC Real Estate Holding and Alpha Dhabi, both subsidiaries of IHC, sold their stakes in investment and real estate company Modon for more than $7 billion to Abu Dhabi government entity L’imad Holding Co.

International Holding Co.: Alpha Dhabi is also planning to sell about 2% of its 26.5% stake in Abu Dhabi developer Aldar Properties for around $400 million, Bloomberg reports.

Lunate: Alternative investment firm HPS Investment Partners and Abu Dhabi’s Lunate are launching a new investment platform. Lunate will anchor the project with a projected commitment of at least $1 billion.

Mubadala: Pakistan is negotiating with Abu Dhabi Investment Co., a subsidiary of Mubadala, to run Islamabad airport in exchange for 60% of the revenue, Bloomberg reports.

Public Institution for Social Security: Kuwait’s pension fund is restarting private equity allocations and is in discussions with multiple leading buyout firms, Bloomberg reports.

🏛️ Rebuilding History: Palmyra’s archaeological museum, which was badly damaged by bombings during the Syrian civil war, will be restored with international funding, The National reports. One of Syria’s most popular sites before the war, Palmyra made headlines in 2025 when ISIS destroyed the Temple of Bel and the Arch of Victory and killed its head of antiquities. Swiss-based foundation Aliph will fund the restoration of the museum, starting with the guesthouse, which will house archaeologists working on the project. Aliph is mostly funded by nations, including the UAE, Saudi Arabia, Kuwait and Morocco, and private donors.

The Daily Circuit: FII winds down in Riyadh + Mubadala in Madrid

In the Daily Circuit today, we report on the third and final day of Saudi Arabia’s FII business summit, which concluded with a fundraising appeal from Syrian President Ahmed Al-Sharaa and a fleeting glance of Crown Prince Mohammed bin Salman. We’re also looking at Saudi EV maker Lucid’s partnership with Nvidia, Mubadala’s acquisition of a majority stake in Madrid’s Universidad Alfonso X el Sabio Group, and Saudi developer Arabian Dyar’s evolving plans for an IPO. But first, “Davos in the Desert” concludes in Riyadh.

Saudi Arabia’s flagship Future Investment Initiative business conference wrapped up today after the kingdom’s financial leadership appealed for foreign investment to help bridge the budget gap left by sinking oil prices and declared its faith in AI technology.

Crown Prince Mohammed bin Salman, who conceived the conference nine years ago as a Middle East answer to the annual World Economic Forum in Davos, Switzerland, made a brief appearance on Wednesday, sitting beside Donald Trump Jr., during a keynote speech by Syrian President Ahmed Al-Sharaa. The Prince made no public remarks.

Summing up the three-day event, Yasir Al-Rumayyan, Governor of the kingdom’s Public Investment Fund, told the conference’s 9,000 registrants that Saudi Arabia’s sovereign wealth fund continues to grow despite the kingdom’s financial shortfall.

“Back in 2015, PIF’s assets under management were worth around $150 billion,” he said in an onstage discussion on Wednesday. “We aim to reach $1 trillion by the end of this year – we are very close.” 

Outlining the fund’s strategy through 2030, Al Rumayyan said the PIF will focus on its NEOM megaproject, along with, travel and tourism, urban development, advanced manufacturing, industrial and logistics, clean energy and renewable infrastructure.

In a standing-room-only appearance on the conference floor, Al Sharaa said that Syria has attracted some $28 billion in investments from the Gulf since the start of the year. Dressed in a well-cut business suit and purple satin tie, the former rebel leader espoused the value of investment over aid to an audience filled with bankers and executives, some of whom he held meetings with ahead of the session.

“Investments are growing well in Syria, and we will rebuild every stone that has been destroyed,” Al Sharaa said. “We chose reconstruction through investment, not aid.”

Saudi builder Arabian Dyar faces Mecca as it eyes IPO

Arabian Dyar has its sights firmly planted on Mecca as the Saudi real estate developer plots a growth strategy intended to culminate in an IPO.

The Jeddah-based builder, led by the three brothers from the Alatawi family, already conducts half of its business in the holy city, busily erecting thousands of apartments in proximity to the Grand Mosque that is the ultimate destination for the 1.6 million Muslims who perform the Muslim Hajj pilgrimage each year.

Those pilgrims are the company’s target customers amid expectations of a deeper construction boom in Mecca, Arabian Dyar Vice President Anis Alhabshi told The Circuit’s Omnia Al Desoukie and Jonathan Ferziger in Riyadh. Saudi Arabia’s Vision 2030 national economic plan calls for increasing that number to 30 million over the next five years.

“What’s special about this is for people to have that spiritual meaning,” Alhabshi said. “They want to be there and detox and be close to God and pray at the holy mosque right there,” he said, suggesting many would buy apartments as a second home or timeshare.

Electric vehicle maker Lucid is partnering with chip giant Nvidia to launch cars with near-full autonomy. The California-based company, which is backed by Saudi Arabia’s Public Investment Fund, will use Nvidia’s Drive AV system in its mid-sized vehicles, Lucid revealed at the FII conference in Riyadh on Wednesday. Level 5, the highest level, does not even require vehicles to have a steering wheel. “We’re taking the next step by combining cutting-edge artificial intelligence with Lucid’s engineering excellence to deliver the smartest and safest autonomous vehicles on the road,” Marc Winterhoff, interim CEO of Lucid, said. It comes after Lucid agreed in July to supply 20,000 vehicles fitted with a level 4 platform developed by U.S. robotics company Nuro to ride-hailing company Uber for its global robotaxi program.

Abu Dhabi’s Rotana hotel chain is among the global hospitality groups planning to launch in Syria as the country opens up and requires more rooms to house an expected boom in business and leisure travelers. “If Syria opens up again, as it is now, Emiratis will be going there to do business and we need to be there,” Rotana CEO Philip Barnes told The National. Among those lining up for meetings with Syrian President Ahmed Al Sharaa at the FII conference in Riyadh this week were executives from Accor and Hilton Worldwide Holdings. Accor is already in talks with developers and plans to have 10 to 15 hotels in Syria within five years, the newspaper reports.

Abu Dhabi Investment Authority: ADIA, Nordic private equity house EQT and Auba Investment have sold 8.4% of their stake, worth $3.27 billion, in Swiss skincare specialist Galderma, Zawya reports. Galderma, which makes Cetaphil, went public last year in one of Europe’s largest IPOs.

The Daily Circuit: Where’s the oil at FII? + Financing Syria

👋 Hello from the Middle East!

In the Daily Circuit today, we’re reporting on Day 2 of Saudi Arabia’s Future Investment Initiative summit, where Blackstone announced a $3 billion investment in the PIF’s Humain AI company and Saudi officials declared their commitment to financing reconstruction of Syria. Elsewhere, we’re looking at shrinking salaries in the UAE and a revised buyout offer from Abu Dhabi’s Masdar that was accepted by India’s ReNew Energy Global. On the way into the conference, though, we were sidetracked by a model of the soon-to-arrive Saudi dream train.

Nearly a decade after Saudi Arabia burst out of its conservative cocoon and tapped its oil wealth to start a trillion-dollar parade of real estate megaprojects, the kingdom is executing a tricky public pivot in front of some of Wall Street’s biggest money managers.

Onstage at the ninth annual Future Investment Initiative conference in Riyadh, Cabinet Ministers, corporate executives and the head of the Gulf state’s $925 billion Public Investment Fund have sought to shift attention from colossal building ventures like NEOM’s 100-mile-long desert city to becoming a global technology leader.

Turning heads was the $3 billion investment in the PIF’s Humain artificial intelligence company announced Tuesday by private equity giant Blackstone and the Canada Pension Plan Investment Board to build data centers in the kingdom.

At the same time, Energy Minister Prince Abdulaziz bin Salman made a 30-minute speech about Saudi Arabia’s fuel production, focusing on renewables, battery capacity and gas, without once mentioning oil. “We understand what tomorrow demands,” he said. “We are resourced to deliver it and we invite the world to invest with us.”

Investment Minister Khaled al-Falih, meanwhile, told the conference explicitly that the kingdom’s sovereign wealth fund would step back, hoping the private sector will fill in some of the blanks, in an age where sinking oil prices have sapped the government’s ability to pay for its ambitious building plans.

“It is time for us to scale back on this government or PIF spend and let the private sector come in and start investing,” Al-Falih said.

Among the 9,000 attendees at the conference was Donald Trump Jr., who took the stage to tout his family’s own investments in the region, including a Trump skyscraper under construction on Dubai’s central Sheikh Zayed Road.

The presidential son, on his first visit to Saudi Arabia, described his new enthusiasm for the region, saying that until recently, “No one sane would have thought of investing in the Middle East, compared to Europe.”

Saudi Arabia’s dream train to chug across the desert at $4,000 a night

Paolo Barletta, a dapper Italian railroad impresario, is channeling the spirit of the storied Orient Express and Fellini’s La Dolce Vita to bring luxury train travel to Saudi Arabia.

Starting late next year, his “Dream of the Desert” line will take passengers on an 800-mile journey across the kingdom’s dune-filled landscapes for between $4,000 and $28,000 a night, the CEO of Rome-based Arsenale Group told The Circuit’s Jonathan Ferziger and Omnia Al Desoukie in Riyadh.

That shouldn’t be a problem for Barletta’s target clientele of wealthy Saudis and free-spending international visitors looking for thrills as the once-secluded Gulf state keeps rolling out new tourist attractions. “People here are spending crazy amounts of money to go to the Red Sea, to go to AlUla, to go to the Aseer region. So why not on a train?” he said.

Saudi Arabia is preparing to launch a series of funds in Syria to oversee the billions of riyals it is committing to rebuilding the economy of the wartorn country, Saudi Investment Minister Khalid Al Falih told the Saudi-Syrian investment roundtable in Riyadh. Saudi Banks are also setting up operations in Damascus, with two already operating and moving funds between the two countries, as they deepen financial and banking cooperation. Syrian President Ahmad Al Sharaa is set to address investors in a keynote speech to the FII conference this afternoon, where he will set out his vision for attracting high-value investments and advancing reconstruction efforts. During his visit Al Sharaa is also expected to meet with Crown Prince Mohammed bin Salman, who was instrumental in lobbying U.S. President Donald Trump to lift sanctions on Syria.

Employees in the UAE are facing a contraction in salaries, as booming population growth means that the number of jobseekers is far outstripping the available roles in many industries, The National reports. Once considered “hardship” positions with high salaries for expats, professional jobs in Dubai and Abu Dhabi are now highly sought after as the cities mature, offering an attractive lifestyle along with tax benefits. Trefor Murphy, Founder and CEO of recruitment company Cooper Fitch, told the newspaper that new arrivals were “doing anything” just to get a job and it was making it harder for existing talent to get a justifiable wage increase. “We’ve had dentists come to the UAE to work as real estate agents,” he said. Cooper Fitch data showed hiring activity in the Emirates increased 3% in the three months to the end of September.

Public Investment Fund: The PIF has signed a memorandum of understanding worth $6.8 billion with U.K. Export Finance, the British export credit agency, to build financial cooperation and expand trade and investment opportunities.

Public Investment Fund: The Red Sea Gateway Terminal, partly owned by the PIF, signed an $433 million agreement with French-based CMA CGM Group to develop and operate a fourth container terminal at Jeddah Islamic Port, Arab News reports.

Public Investment Fund: PIF-owned Saudi Arabian developer Red Sea Global raised a $1.7 billion credit facility through Riyad Bank to finance the development of its luxury tourism destination Amaala.

ADNOC: XRG, the low-carbon investment arm of Abu Dhabi’s state-owned oil company, is looking at investing in a liquefied natural gas project developed by Argentina’s state-owned YPF, Bloomberg reports.

Masdar: India’s Nasdaq-listed ReNew Energy Global has accepted a revised buyout offer from a consortium led by Abu Dhabi renewable energy company Masdar, Abu Dhabi Investment Authority subsidiary Platinum Hawk, the Canada Pension Plan Investment Board and Sumant Sinha, Founder, Chairman and CEO of ReNew. The revised cash offer values the deal at more than $3 billion.

Mubadala: Bahrain’s Investcorp, the alternative asset manager backed by Mubadala, aims to raise as much as $7 billion in new funding and make exits and distribution to investors of a similar amount in the current financial year, CFO and Vice Chairman Rishi Kapoor told The National on the sidelines of the FII conference.

🎨 Art Auction: Palestinian-American artist Samia Halaby’s “Morning Honey” and Fahrelnissa Zeid’s “Carnations” were among works auctioned at Sotheby’s Modern and Contemporary Middle Eastern Art sale in London on Tuesday. The bi-annual event featured a curated selection of artworks from the Arab world, North Africa, Iran and Turkey. Halaby’s 1992 painting had one of the highest estimated sales prices, at $93,000-$133,000. The result is pending.
