The Daily Circuit: Saudi energy grid pivot + ADNOC’s dim sum bonds

In today’s Daily Circuit, we report on ADNOC’s plan to issue $2 billion of dim sum bonds, G42’s ā€œagent factoryā€ for AI computing, QatarEnergy’s 27-year Japanese supply contract and how the Dubai Loop will cut 20-minute downtown commutes to three minutes. But first, Saudi Arabia’s rapid pivot to enormous batteries.

Saudi Arabia has emerged as a surprise leader in the market for massive industrial batteries and is now one of the world’s fastest deployers of grid-scale energy storage.

A new report on the state of the battery market from Volta Foundation shows that the kingdom, the world’s biggest crude oil exporter, is among the top adopters of large-scale batteries, which are being used to help stabilize its electricity system as it increases reliance on renewable energy.

The speed of the transformation has caught industry watchers by surprise – just two years ago Saudi Arabia had no grid-scale batteries installed and now it ranks fifth globally for annual installed capacity, with almost three gigawatts added last year, the Financial Times reports.

It comes as the country is ramping up efforts to build out its renewable energy and green hydrogen industries to diversify away from fossil fuels, following a similar approach to the UAE, which is investing billions in solar and wind farms both domestically and overseas.

Saudi Energy Minister Abdulaziz bin Salman signed an agreement with his Turkish counterpart Alparslan Bayraktar on Tuesday to invest $2 billion to build solar and wind projects in Turkey.

Dubai unveiled the first four stations of its planned underground Dubai Loop, including stops at the Burj Khalifa skyscraper and the Dubai International Financial Centre, as part of a $545 million effort to ease downtown congestion. The full network – built with Elon Musk’s Boring Company – is expected to stretch about 22 kilometers (13.6 miles) with 19 stations, and is designed to cut travel time on the initial route from about 20 minutes to three minutes. In a separate above-ground project called the Glydways system, Dubai plans to launch small autonomous electric vehicles running on narrow dedicated lanes and linked to the Metro that can move more than 10,000 passengers per hour in each direction.

ADNOC is preparing to raise as much as $2 billion through yuan-denominated dim sum bonds – the UAE energy company’s first debt issuance in China’s currency. The deal, which comes as Gulf borrowers increasingly look to Asian markets for capital, highlights deepening financial ties between the UAE and China, Bloomberg reports. ADNOC is working with banks on the potential offshore yuan bond sale and is meeting investors as part of the process. U.S. officials have repeatedly warned about the security and strategic risks tied to the UAE’s expanding financial and technology links with Beijing.

The Daily Circuit: Musk reverberations in Gulf + Mubadala Capital’s Waymo cash

In today’s Daily Circuit, we report on Mubadala Capital joining Waymo’s $16 billion funding round, Emirates Global Aluminium meeting with investors ahead of a planned IPO, the Oman Investment Authority shedding stakes in some 30 companies as part of a divestment drive to diversify its economy and the rumble set off in Saudi Arabia this week by Ronaldo missing a match. But first, reverberations in the Gulf from Elon Musk’s consolidation strategy.

Elon Musk’s plan to combine SpaceX and artificial-intelligence firm xAI into a $1.25 trillion venture is drawing renewed attention to the Gulf sovereign wealth funds that have invested in his companies.

Abu Dhabi’s Mubadala fund is one of SpaceX’s largest outside backers, meaning the proposed merger would deepen its exposure to Musk by effectively adding xAI’s assets to an investment long tied to rockets, satellites and launch services.

Providing Musk with large pools of long-term capitalĀ may boost the influence of Middle East investors in the future as the world’s richest man continues to expand his business empire.

Abu Dhabi is also connected to xAI through MGX, the AI-focused vehicle backed by Mubadala and G42, which has participated directly in xAI funding rounds alongside global giants such as Fidelity, Nvidia and Cisco.

Qatar’s sovereign wealth fund, the Qatar Investment Authority, is another prominent xAI investor, as is the Oman Investment Authority. Saudi Arabia’s Public Investment Fund is involved with xAI through its minority stake in Kingdom Holding Co., the conglomerate majority-owned by Prince Alwaleed bin Talal.

Musk last visited the UAE in December, when he met with President Sheikh Mohamed bin Zayed and Dubai Crown Prince Sheikh Hamdan bin Mohammed. He made a high-profile appearance in Saudi Arabia last May when he attended the Saudi-U.S. Investment Forum in Riyadh and chatted on the conference floor with U.S. President Donald Trump and Saudi Crown Prince Mohammed bin Salman.

Abu Dhabi is consolidating the assets of ADQ, its third-largest sovereign wealth fund, under its newly-created investment vehicle L’Imad Holding.

L’Imad, which was launched late last year, will now hold a portfolio of 25 investment companies and platforms, with more than 250 subsidiaries including Etihad Airways, Etihad Rail, Abu Dhabi Ports, McLaren, Louis Dreyfus, PureHealth, Modon Properties, Wio Bank and Taqa.

The decision to create another investment giant is one of the most significant overhauls of Gulf sovereign funds in years and comes after it was announced on Thursday that Mohamed Alsuwaidi would step down as CEO of ADQ after seven years to take up a new role at alternative investment manager Lunate.

Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, was appointed Chairman of L’Imad in January, with Jassem Al Zaabi, Chairman of the Abu Dhabi Department of Finance and Vice Chairman of the UAE Central Bank, appointed as Managing Director and CEO.

The resolution to roll ADQ’s $263 billion in assets into L’Imad was issued by the Supreme Council for Financial and Economic Affairs, the body which oversees Abu Dhabi’s principal sovereign funds, including the Abu Dhabi Investment Authority, Mubadala and L’Imad, as well as state oil company ADNOC.

ADQ, which was set up in 2018, quickly became one of the world’s fastest-growing investors. It is chaired by Sheikh Tahnoon bin Zayed, the UAE National Security Advisor who oversees a broad swath of Abu Dhabi investment entities, including ADIA and AI firm MGX.

L’Imad first made headlines in October, when it bought a $7 billion stake in real estate investor Modon from IHC Real Estate Holding and Alpha Dhabi Holding, both subsidiaries of Sheikh Tahnoon’s International Holding Co.

Since then, it joined the fray in the Warner Bros. bidding war, backing a hostile offer for the entertainment giant from David Ellison’s Paramount, and took over ownership of McLaren Automotive from another state investment firm.

The Daily Circuit: DIFC plans $27B twin + Mubadala Capital’s new fund

But first, the DIFC’s $27 billion expansion plan.

Dubai is moving aggressively to cement its role as the Middle East’s deal-making engine, rolling out a plan to stretch its financial district westward as demand for space grows from global banks, hedge funds and tech firms.

The expansion will involve about $27 billion in new projects centered on the Dubai International Financial Centre, transforming the adjacent Zabeel area into a vast mixed-use district over multiple phases running through 2040.

The development, which will bear the name DIFC Zabeel District, is being planned to add roughly 17 million square feet of space for offices, homes, hotels, retail and cultural institutions, creating room for thousands of additional companies and tens of thousands of workers as the DIFC continues to grow beyond its original footprint from about 20 years ago.

Officials said the new district will include an artificial intelligence campus and extend the DIFC’s independent regulatory and legal framework into an area designed to support clusters of finance, technology and professional services.

The DIFC extension will be connected to the Dubai Loop, the underground high-speed transportation network Elon Musk plans to build, and will be able to host flying taxis and self-driving vehicles.

In today’s Daily Circuit, we’re reporting on Mubadala Capital’s oversubscribed new co-investment fund, Saudi efforts to tap family offices to help fund its megaprojects, the new open-sourced AI model released by the UAE’s Mohamed bin Zayed University of Artificial Intelligence and an actual street made of gold being paved in Dubai. But first, a $27 billion expansion for the DIFC.

The development, which will bear the name DIFC Zabeel, is being planned to add roughly 17 million square feet of space for offices, homes, hotels, retail and cultural institutions, creating room for thousands of additional companies and tens of thousands of workers as the DIFC continues to grow beyond its original footprint from about 20 years ago.

The Daily Circuit: Trojena parts with Asian Games + Mubadala exits Arcadia

In today’s Daily Circuit, we’re reporting on Mubadala’s divestment of a minority stake in Arcadia Consumer Healthcare, Saudi Arabia’s Maaden mining company selling $1 billion of bonds, Abu Dhabi’s International Holding Co. planning new investments in India, and Disney CEO Bob Iger staking out a waterfront site for Disneyland Abu Dhabi. But first, construction delays at Saudi Arabia’s planned Trojena ski resort indicate larger problems for NEOM.

Saudi Arabia is moving to reconfigure its flagship NEOM megaproject after giving up on plans to stage the 2029 Asian Winter Games at its Trojena ski resort because of construction delays.

A joint statement issued by the Saudi Olympics and Paralympics Committee and the Asian Olympic Committee on Saturday said that the games are being postponed while officials look for a new location.

Trojena’s location in the rocky terrain of the kingdom’s northwestern mountains has complicated construction of the futuristic resort, with projected costs ballooning to over $500 billion. While snow occasionally falls in the area, it is sparse and developers said they could coat the slopes with enough artificial snow to run the tournament.

Meanwhile, the larger NEOM venture – a centerpiece of Crown Prince Mohammed bin Salman’s Vision 2030 plan to overhaul the oil-dependent economy – is likely to be fundamentally restructured, Arabian Gulf Business Insight reports.

Among the changes being considered are shifting parts of NEOM – including Trojena, its luxury island resort Sindalah and the industrial zone Oxagon – to other state entities so they can be better aligned with Saudi Arabia’s budget-tightening triggered by the steep decline in world oil prices.

But first, the UAE’s role in financing TikTok’s future U.S. operations.

Emirati investment fund MGX has emerged as a central player in the deal struck with China’s ByteDance on Thursday to create a U.S. TikTok, joining Oracle and private equity firm Silver Lake in the venture that has an estimated value of $14 billion.

The arrangement, signed off by both U.S. and Chinese authorities, will transfer control of TikTok’s U.S. operations into a new entity designed to address long-running national security concerns over data and algorithm access.

ByteDance will retain a minority stake of just under 20%, while American and global investors hold the balance, with a majority-American board overseeing data protection, content moderation and cybersecurity. MGX, Larry Ellison’s Oracle and Silicon Valley-based Silver Lake, which has backing from Abu Dhabi’s Mubadala sovereign wealth fund, will each hold a 15% stake.

MGX, an AI-focused fund that is chaired by UAE National Security Advisor Sheikh Tahnoon bin Zayed and backed by Mubadala, has been investing heavily in U.S. tech companies, including Elon Musk’s xAI.

The deal is intended to bring an end to years of political and legal battles, including threats of a nationwide ban that had loomed under U.S. law and led to a temporary shutdown of the app. TikTok said American users can continue to use the platform uninterrupted as the new company begins operations under the revamped ownership structure.

At the World Economic Forum in Davos today, Trump introduced details of the board, saying he will serve as its chair and that the initiative will initially focus on post-war Gaza but expand to mediate conflicts worldwide.

Carrying out the work will require the board to approve paying billions of dollars to contractors for jobs that include removing rubble, clearing unexploded missiles, building new homes, restoring electricity and creating new infrastructure to accommodate the strip’s 2.5 million people, according to the U.N.

ā€œThe first steps toward a brighter future for the Middle East and the world are unfolding,ā€ Trump told a press conference.

Trump said the board’s executive leadership will include negotiators Steve Witkoff and Jared Kushner, as well as former U.K. Prime Minister Tony Blair, who will help steer efforts to rebuild infrastructure. The board will work with a 15-member internal Palestinian body composed of technocrats and called the National Committee for the Administration of Gaza.

With some 60 nations invited to join, member states will serve three-year terms, and those that contribute $1 billion will secure permanent membership.

President Trump is on track to receive a luxury Boeing 747-8 jet donated by Qatar by this summer that will serve as his new Air Force One, after years of delays to the officially contracted replacement aircraft. The Qatari aircraft is being refurbished and retrofitted for presidential use, potentially at significant cost beyond its estimated $400 million value, according to an Air Force statement issued on Wednesday. Trump has described the acquisition as a practical interim solution while the new Air Force One planes remain years behind schedule, even as critics raise concerns about the legalities of accepting such a gift. The statement was released a day after the current Air Force One carrying Trump to Switzerland for the Davos conference had to return to Washington because of an electrical issue, forcing the White House to use a second plane.
