The Daily Circuit: GISEC draws cyber pros + Estithmar invests in Syria’s Shahba

In today’s Daily Circuit, we report on the U.S. approving the prospective sale of F-35 stealth aircraft to Saudi Arabia, Qatar’s Estithmar investment firm completing its acquisition of nearly half of Syria’s Shahba Bank, Aramex building up its truck fleet as navigating the seas remains perilous, and Dubai reviving its international film festival after a 10-year lull. But first, cyber pros have flocked to Dubai for the annual GISEC expo.

GISEC Global brought cybersecurity executives, government AI officials and experts in combating hackers to Dubai this week at a time that the UAE says it’s confronting more than 600,000 cyberattacks a day and spending $2 billion to strengthen its defenses.

The three-day conference has drawn some 25,000 registrants from more than 180 countries, organizers said. The Circuit’s Omnia Al Desoukie reports from the Dubai Exhibition Centre.

Rabiya Navais, a cybersecurity analyst at Dubai-based VaporVM, noted that GISEC is “more niche” than the mammoth GITEX conference scheduled for December. This week’s expo is focused on “cybersecurity and information security kind of stuff – which is also a good thing because it’s more concentrated towards what my field is,” he said.

UAE Cybersecurity Council chief Mohamed Al Kuwaiti and the Dubai Electronic Security Center Amer Sharaf’s addressed the conference, focusing on how businesses and governments can defend against deepfake fraud, stolen identities and attacks generated by AI.

Among the companies participating are Visa, Huawei, Schneider Electric, Mastercard-owned Recorded Future and Israeli-founded cybersecurity startup Torq.

Dubai is planning to revive its glitzy International Film Festival after a 10-year hiatus as it ramps up efforts to develop the local film industry. The original festival ran annually from 2004 to 2017, hosting almost 2,000 screenings, including 500 films from the Arab world. The event saw Dubai royalty and regional filmmakers rubbing shoulders with Hollywood stars, including Cate Blanchett, George Clooney, Patrick Stewart and Omar Sharif. In its heyday, the 2011 edition opened with the world premiere of “Mission: Impossible – Ghost Protocol,” in which Tom Cruise rappelled down the side of the Burj Khalifa. Making the announcement at the Arab Media Summit on Thursday, Mona Al Marri, Director-General of the Government of Dubai Media Office, hinted at a refreshed format for the festival. “Today we bring back the festival, but we don’t bring the past,” she said. “The region today is different and filmmaking is different.”

Mubadala Capital: AI infrastructure provider Crusoe has raised the initial tranche of a $3.9 billion Series F round at a $30.9 billion valuation, co-led by Atreides Management, Mubadala Capital and Valor Equity Partners.

Saudi Aramco: The world’s biggest oil exporter is seeking diesel and gasoline cargoes in the Mediterranean after repeated attacks disrupted the kingdom’s energy infrastructure, including facilities in Yanbu and Jazan and the East-West pipeline, Bloomberg reports.

Public Investment Fund: Silvio Napoli, CEO of PIF-backed electric vehicle maker Lucid, told Bloomberg Television that the company’s work with restructuring advisors AlixPartners is complete, prompting a 10% jump in its share price in New York on Thursday.

Public Investment Fund: The U.S. Federal Communications Commission has agreed to allow Gulf sovereign funds to exceed the 25% foreign ownership cap in Paramount Skydance’s $110 billion takeover of Warner Bros. Discovery. The PIF, Qatar Investment Authority, Abu Dhabi’s L’Imad and other investors will indirectly own almost 49.5% of the new entity, but will not have voting rights.

XRG: The investment arm of the UAE’s ADNOC oil company is considering buying as much as 50% of floating LNG operator Energos Infrastructure, which Apollo Global Management could value at more than $3 billion, Reuters reports.

The Daily Circuit: Hilton’s Mideast rebound + L’Imad eyes Atlas Air

In today’s Daily Circuit, we report on L’Imad Holding mulling a bid for cargo giant Atlas Air, Mubadala and Aldar buying Masdar City Square in Abu Dhabi, ADIA becoming an anchor investor in the $2.3 billion IPO of India’s National Stock Exchange, and Saudi Aramco’s effort to quickly restore at least half the capacity to its war-damaged oil pipeline. But first, Hilton’s ambitious blueprint for building new hotels in the Middle East. 

U.S. hotel giant Hilton is seeing a rapid recovery in the Middle East and plans to push ahead with an aggressive expansion plan, which includes a pipeline of 85 new hotels in Saudi Arabia.

Hilton saw its regional revenues plunge by about 30% in the second quarter, following the outbreak of the Iran conflict, but the group expects a return to prewar levels next year, Simon Vincent, Hilton’s President for Europe, Middle East and Africa, told The National.

Vincent said the company is on track to more than double its regional portfolio to over 230 hotels. “There’s still appetite to build new hotels,” he told the newspaper on the sidelines of Arabian Travel Market in Dubai. 

Announcing two major tourism marketing initiatives, UAE Minister of Economy and Tourism Abdulla bin Touq told guests at ATM earlier in the week that the UAE had built the foundation for its recovery over the past 50 years.

“We saw the storm. We were in the middle of the storm, and we managed to maneuver ourselves perfectly,” Bin Touq said. “Whenever the storms hit our shores, we’re ready to take it on.”

Abu Dhabi sovereign wealth fund L’Imad Holding is considering a bid for a stake in Atlas Air Worldwide, one of the world’s largest air cargo operators. The Purchase, N.Y.-based company owned by an Apollo Global Management-led investor group, could be valued at $10 billion or more, Bloomberg reports. A deal would expand L’Imad’s transport and logistics holdings as the UAE develops trade routes that bypass the Strait of Hormuz. Talks remain at an early stage, and L’Imad could decide not to bid, the news agency said.

The Daily Circuit: UAE may vault to oil leader + McLaren’s $674M factory

In today’s Daily Circuit, we report on L’Imad-owned McLaren Automotive’s new $674 million U.K. factory, TotalEnergies boosting its investment in Iraq to $16 billion, and Saudi digital payments startup Barq raising $330 million. Plus an interview with Saudi developer Salman Assiri, CEO of SKALE. But first, damage to Saudi Arabia’s key pipeline could turn the UAE into the Gulf’s top oil exporter for a brief period.

The UAE may temporarily overtake Saudi Arabia as the Gulf’s largest oil exporter after drone attacks shut a pipeline that had become Riyadh’s primary export route.

Saudi Arabia has halted the flow of oil through its East-West pipeline and is believed to have paused Red Sea exports entirely, potentially removing about 3 million barrels a day from the market, Arabian Gulf Business Insight reports.

Repairing damage from the drone strikes could keep the pipeline closed for six weeks, costing the kingdom tens of billions of dollars in oil revenue, Bloomberg reports.

The UAE, meanwhile, has restored production to about 3.6 million barrels a day and is expanding its pipeline network to its Fujairah port, allowing more crude to bypass the Strait of Hormuz.

Any lead is likely to be brief: Saudi Arabia has far greater production capacity and long-standing customer relationships that the UAE cannot easily displace once its export routes reopen, according to AGBI.

Salman Assiri’s SKALE brings New York real estate know-how to Saudi Arabia

Salman Assiri came home to Saudi Arabia to build better homes. After nearly two decades in the U.S., the Saudi architect was determined to show that housing could reflect how people actually live rather than conform to standard formulas.

Five years ago, he founded Riyadh-based SKALE Developments to put that idea into practice. Backed by Related Fund Management, the investment arm of the $100 billion Related Companies real estate empire that is behind New York’s Hudson Yards, Assiri is applying American expertise to Saudi Arabia’s fast-growing home construction market, The Circuit’s Omnia Al Desoukie reports.

“Everybody knows that Saudi Arabia is evolving and growing, and the needs of the Saudi real estate market are significant,” Assiri said in an interview. “Bringing international know-how and knowledge to Saudi people and Saudi users is the reason we wanted to bring SKALE to Saudi Arabia.”

The Iran war has prompted what analysts are calling the “greatest spending spree in Gulf defense history,” with more than $5 billion in contracts announced or approved since the war began in February. But Iran’s extensive use of Shahed attack drones has reshaped the landscape for defense firms, with Gulf countries like the UAE pushing for joint production and layered systems that can counter multiple threats, Bloomberg reports. Among the beneficiaries have been firms including Anduril Industries and RTX from the U.S., Rheinmetall from Germany and Australia’s EOS. “Gulf countries don’t want to be customers anymore,” Andreas Krieg, a professor in security studies at King’s College London who’s advised Qatar’s military, told the agency. “The big push strategically is about autonomy, developing resilience – and part of resilience means you are developing your own pipeline through joint ventures.”

ADNOC: The UAE’s national oil company bought tens of millions of discounted Iraqi oil barrels in August and September, becoming Baghdad’s biggest customer as the Emirati energy company expands its trading business amid wartime supply disruptions, Reuters reports.

ALTÉRRA: Abu Dhabi-based climate investment fund ALTÉRRA and Canada’s development finance institution FinDev Canada have signed an agreement to explore co-financing and investment opportunities in climate projects across emerging markets.

L’Imad Holding: Etihad Airways and Etihad Rail, both owned by L’Imad, have signed an agreement to explore an integrated air-rail travel network linking Abu Dhabi with destinations across the UAE to support tourism, economic diversification and sustainable transport.

L’Imad Holding: The Abu Dhabi sovereign wealth fund has increased its stake in AD Ports Group after completing a $632 million cash deal to buy shares from minority investor Al Seer Marine Supplies and Equipment Company.

International Holding Co.: Islamic digital bank Fasset will become the first entity subject to the UAE’s Virtual Assets Regulatory Authority to list DDSC, the dirham-backed stablecoin issued by IHC, First Abu Dhabi Bank and Sirius International Holding.

In today’s Daily Circuit, we report on XRG’s gas deal in Azerbaijan, DP World building up its truck fleet to hedge against disruptions in the Strait of Hormuz, Syrian President Ahmed al-Sharaa’s pitch to Gulf investors, and Saudi Arabia’s new low-cost airline. But first, the White House finally decides to post an ambassador in Riyadh.

After nearly two years without a U.S. ambassador in Saudi Arabia, President Donald Trump has nominated Texas Congressman Wesley Hunt to fill the post.

Hunt, one of the first Black Republicans elected to Congress from Texas, recently fought an unsuccessful three-way Republican primary battle for a U.S. Senate seat, Politico reports.

Hunt’s nomination arrives amid new strains to the U.S.-Saudi relationship after Trump declined Crown Prince Mohammed bin Salman’s request for direct U.S. strikes against the Houthis, offering intelligence and targeting support instead.

Meanwhile, Saudi Arabia is preparing to send more oil through the Strait of Hormuz after attacks shut down the main pipeline that had allowed it to avoid the dangerous waterway. The move will expose more Aramco crude shipments to a route at the center of the U.S.-Iran war, where tankers face the threat of attacks and prolonged disruption, Bloomberg reports

The kingdom’s East-West pipeline, which carries millions of barrels a day to the Red Sea, could remain closed for several weeks after being struck at two points last week.

An alliance led by UAE low-cost airline Air Arabia has been granted approval to start flying a new budget airline from Saudi Arabia’s King Fahd International Airport in Dammam. The new carrier plans to ferry about 10 million passengers annually by 2030, serving 57 international and 24 domestic destinations. Air Arabia, which is 19% owned by the Government of Sharjah, is listed on the Dubai Financial Market. The new venture will be majority Saudi-owned, with backing from investment house Kun Investment Holding and Saudi company Nesma Group. The news comes just one week after Hungarian competitor Wizz Air announced its return to Abu Dhabi and Dubai one year after closing its UAE-based operation. The outbreak of the Iran war has seen a shifting competitive environment for airlines, with international carriers including Lufthansa, British Airways and Singapore Airlines still suspending services to Dubai and other Gulf cities.

ADNOC: XRG, the international investment arm of Abu Dhabi’s national oil company, has finalized a deal to buy a stake in the Southern Gas Corridor from Azerbaijan’s Ministry of Economy, after receiving all regulatory approvals. The corridor transports natural gas from the Azerbaijani sector of the Caspian Sea through Georgia and Turkey to Southern Europe.

DP World: The Dubai-owned ports operator is expanding its truck fleet as it prepares for lasting disruption in the Strait of Hormuz, Bloomberg reports. The company plans to increase its fleet from 700 to 1,000 trucks and add overland routes connecting Gulf ports with Europe and Asia.

L’Imad Holding: Fierce competition among Middle East airlines is preventing carriers from passing soaring fuel costs to passengers for now, Antonoaldo Neves, CEO of Abu Dhabi’s L’Imad-backed Etihad Airways told Bloomberg.

Aramco: Aramco’s investment arm Wa’ed Ventures is participating in a funding round by Saudi Arabian building materials procurement platform BRKZ, which raised $31 million.

The Daily Circuit: Gulf travel industry plots recovery + Space42-Viasat venture

In today’s Daily Circuit, we report on Space42’s $1 billion telecom venture with Viasat, ADNOC and related firms XRG and Masdar signing deals worth nearly $6 billion in Germany, Miral’s plans to spend $3.3 billion on expanding its theme parks and resorts in Abu Dhabi, and attacks on Saudi Arabia’s East-West pipeline drying up oil stocks. But first, Arab travel operators see glimmers of hope amidst the regional conflict.

As the first visitors made their way through the halls of Dubai World Trade Centre today for the opening of Arabian Travel Market, a cautious sense of optimism around the Gulf’s tourism recovery was evident. 

Finally underway after being rescheduled twice since the outbreak of the Iran war, ATM is one of the first major events to kick off a packed year-end calendar in the Gulf, with Dubai alone preparing to host more than 100 exhibitions before the end of the year. GITEX Global, rescheduled to December, is expecting to draw 200,000 attendees. 

Airlines, hotel chains, travel agencies and tourism authorities were all keen to put aside the disruption and disappointments of the past seven months and make the most of being in the same room once again.

Muna Mustafa, Co-Founder of luxury dining concierge business Supper Club, told The Circuit’s Omnia Al Desoukie that she was “pleasantly surprised at the energy, the number of people that are here, the hotels that are here.”

The return of major events comes amid signs of recovery in Dubai’s tourism sector, with new figures showing that August saw 869,000 international overnight visitors and hotel occupancy of 66% – a recovery to about 89% of August 2025 levels and a far cry from the lows of 36% seen in March. 

With schools returning from the long summer break, analysts are also watching to see if residents will return in strength. Dubai-listed Taaleem Holdings has seen enrollment across its private schools rise roughly 7% from the previous academic year, Bloomberg reports.

Abu Dhabi’s Space42 and U.S. satellite company Viasat are putting up to $1 billion behind a venture aimed at keeping phones connected in areas that ground networks can’t reach. Each will initially invest $400 million in the new company named Equatys, with Space42 expected to contribute another $200 million in a future funding round, according to an agreement announced today at the World Space Business Week conference in Paris. The venture will build shared satellite and ground infrastructure serving remote areas, urban coverage gaps and other underserved locations. Space42’s shareholders include the Mubadala sovereign wealth fund, International Holding Co. and G42.

ADNOC: Abu Dhabi’s national oil company, along with its international investment arm XRG and clean energy firm Masdar, said it had signed deals worth as much as $5.8 billion with German energy and industrial groups, including Siemens and RWE. 

Masdar: The Abu Dhabi green energy company signed an MOU with Hamburg-based Luxcara to explore a joint investment in battery energy storage, offshore wind and other technologies in Germany and internationally.

Miral: The Abu Dhabi government-owned theme park developer announced at Arabian Travel Market that it would invest about $3.3 billion over the next five years to expand its hospitality and theme park offerings on Yas Island.

The Daily Circuit: UAE to invest $46B in Germany + PIF mulls EA-Savvy merger

In today’s Daily Circuit, we report on a possible merger between PIF-owned Electronic Arts and Savvy Games, the UAE revising plans for its massive AI data center project because of security concerns, Abu Dhabi’s IHC and Adani Group planning to pour $22 billion into the Indian state of Odisha, and oil prices jumping to a four-month high amid intensified Saudi-Houthi fighting. The commitment was announced during UAE President Sheikh Mohamed bin Zayed’s state visit to Berlin, where he met Chancellor Friedrich Merz and attended a dinner on Thursday night hosted by President Frank-Walter Steinmeier.

“For the UAE, our investment commitment and the new Council bring world-class German capabilities into the UAE’s rapidly growing economic platform,” Dr. Sultan Al Jaber, UAE Industry and Advanced Technology Minister and CEO of the ADNOC national oil company, said in a statement.

“They create opportunities to invest alongside leading German industrial and technology companies, deepen UAE capabilities in strategic sectors, and build businesses that can serve growth markets across the Gulf, Asia and Africa,” Al Jaber said.

Meanwhile, Emirates secured permission to serve a fifth German city, clearing the way for the Dubai airline to begin long-sought flights to Berlin despite opposition from Lufthansa. The Circuit reported last week that the German government was coming under increasing pressure to let Emirates add flights to Berlin and Stuttgart.

The UAE has already invested close to $40 billion in Germany. It has pledged roughly the same amount to Italy, up to $58 billion to France and $1.4 trillion to the U.S.

Saudi Arabia’s Public Investment Fund is weighing a merger of Electronic Arts and Savvy Games to create one of the world’s largest gaming companies. The PIF closed its $55 billion take-private deal for Electronic Arts, backed by private equity firm Silver Lake and Jared Kushner’s Affinity Partners, last month, almost a year after it launched its bid. A merger would see EA’s large stable of gaming franchises, including “Battlefield” and “The Sims” combined under the same roof as Savvy’s “Pokemon Go” and mobile hits from China’s Moonton, which it is in the process of acquiring for $6 billion. Any merger would be unlikely to happen before that deal closes, Bloomberg reports. International Holding Company: IHC and India’s Adani Group have signed a preliminary agreement with the Indian state of Odisha to develop 14 trade and port projects with a combined investment of $22 billion.

The Daily Circuit: Berlin welcomes MBZ + Musk tunnels in UAE

In today’s Daily Circuit, we report on plans by Elon Musk’s Boring Co. to dig more tunnels in the UAE, Mubadala investing $1 billion in China’s biggest coffee chain, Dow mulling an exit from its $20 billion Saudi chemical venture, and the UAE’s Marlan Space putting money into a French AI satellite company. But first, MBZ gets down to business in Berlin.

German President Frank-Walter Steinmeier welcomed UAE President Sheikh Mohamed bin Zayed to Berlin for a day of diplomacy and dealmaking.

The two leaders met at Villa Borsig, where MBZ hailed the broad partnership that the UAE and Germany have developed in trade, energy, technology and regional affairs, The National reports. The UAE President was also scheduled to meet Chancellor Friedrich Merz, who visited Abu Dhabi in February during his first Gulf tour as Chancellor.

Germany and the UAE have deep ties in trade and energy, with annual non-oil commerce totaling about $15.5 billion. The agreements expected to be signed this week include a new framework between the two countries that connects researchers, investors, and technology companies, Reuters reports. Also ready for approval are a series of energy-transition projects involving renewable power, hydrogen and energy efficiency.

Both governments are looking to widen their strategic networks amid the unresolved Iran war and uncertainty over U.S. foreign policy. Lana Nusseibeh, a UAE Minister of State, told reporters in Berlin on Wednesday that closer ties could combine German industrial and technological expertise with Emirati capital and access to growth markets across the Gulf, Asia and Africa, according to Reuters.

Among those accompanying MBZ at the welcoming ceremony were Sheikh Abdullah bin Zayed, UAE Deputy Prime Minister and Minister of Foreign Affairs; Sheikh Hamdan bin Mohamed, Deputy Chairman of the Presidential Court for Special Affairs and Sheikh Mohammed bin Hamad, Adviser to the UAE President.

Mubadala is backing China’s biggest coffee chain with a $1 billion investment. The deal with Luckin Coffee’s main private-equity backer Centurium Capital gives the Abu Dhabi sovereign wealth fund an indirect stake and the right to appoint one director to Luckin’s board, Bloomberg reports. Luckin, which operates more than 36,000 stores, is a huge chain known for besting Starbucks in China through an app-first, cashier-less retail model. Mubadala has made a series of investments in China including in Shein, JD.com’s supply-chain arm and Full Truck Alliance.

Saudi Aramco: Dow is considering selling its 35% stake in the $20 billion Sadara chemicals venture, potentially allowing Saudi Aramco to increase its ownership.

International Holding Co.: IHC-backed Alpha Wave Global joined BlackRock, Temasek and Premji Invest in a consortium investing nearly $1 billion in India’s Adani Airport Holdings at an $18 billion valuation.

The Daily Circuit: LIV Golf declares bankruptcy + IHC buys space firm

In today’s Daily Circuit, we report on Abu Dhabi’s IHC buying control of space tech company Marlan Holding, Etihad Airways being asked to consider direct flights to Mauritius, Saudi Arabia’s Acwa consulting on desalination plants in Syria, and an Arctic shipping route emerging as a speedier alternative to the Suez Canal. But first, bankrupt LIV Golf racked up big debts to its star players. 

Saudi-backed LIV Golf filed for bankruptcy, revealing millions of dollars in debts to some of its biggest stars after the upstart league burned through some $5 billion in four years.

Jon Rahm is owed more than $7.4 million, Bryson DeChambeau about $5.7 million and Dustin Johnson $5.4 million, Bloomberg reports.

The league filed for Chapter 11 protection on Tuesday, listing $100 million to $500 million in assets against liabilities of between $500 million and $1 billion.

Saudi Arabia’s Public Investment Fund, which stopped financing LIV earlier this year, agreed to provide $49.6 million to keep it operating during the restructuring.

LIV is now negotiating settlements with players and offering them ownership stakes in hopes of keeping its remaining stars from returning to the PGA Tour.

An Arctic shipping route known as the “Ice Silk Road” is being promoted as an alternative to the Red Sea and Suez Canal for high-value cargoes transiting in the summer months. A Chinese cargo ship The Dubai Tower left Ningbo last month via Russia’s Northern Sea Route carrying energy storage systems and other goods and is due to arrive at its final destination in the U.K. today, after 21 days en route. Closely tracked by ship watchers, the vessel is completing the first voyage of a new regular cargo service using the seasonal shortcut, operated by the Sea Legend Line. A comparable journey via the Suez would take 30 to 35 days. While the Northern Sea Route is faster and increasingly accessible due to climate change, experts say it is still too difficult and expensive to be commercially viable for most cargoes, with ships requiring an icebreaker escort even at the height of summer.

International Holding Co.: IHC will acquire an 80% stake in UAE-based Marlan Holding through its International Tech Group, expanding into the space sector, including satellite infrastructure company Orbitworks, a joint venture with U.S.-based Loft Orbital.

L’Imad Holding: Mauritius is exploring a partnership with L’Imad-owned Etihad Airways that could include direct flights and investment in tourism, cargo, training, aircraft maintenance and airport services, Bloomberg reports.

Public Investment Fund: Acwa, the PIF-backed alternative energy company, and the Water Transmission Co. signed an agreement to assess Syria’s water resources and plan desalination and transmission projects.

The Daily Circuit: Saudis vow retaliation for attacks + ADNOC in Nigeria, Thailand

In today’s Daily Circuit, we’re reporting on ADNOC’s push to invest in Nigerian and Thai refineries, the Public Investment Fund building a resort on Saudi Arabia’s Gulf coast near Kuwait, Dubai introducing airport border checks that can process passengers in under 15 seconds, and AlUla’s burgeoning fine dining scene. But first, the Saudi military vows to retaliate for Houthi attacks.

Saudi Arabia halted operations at several Aramco facilities today and said it would retaliate for Houthi attacks that set refinery sites ablaze across southern parts of the kingdom.

The Houthis said they fired missiles and drones at oil facilities in Abha, Najran and Jizan, as well as an air base in Khamis Mushait, Reuters reports. The strikes wounded 73 people, including women and children. 

Major General Turki Al-Maliki, the Saudi military spokesman, called the Houthi attacks “a dangerous escalation” and said in a statement that the coalition would take “all necessary measures and actions to respond to the sources of the threat.”

Oil prices rose, with Brent crude jumping $1 to $98 a barrel, while U.S. oil gained more than $2 to $93.65.

The Houthis have increasingly targeted the Saudi southwestern region since saying they would blockade the kingdom’s oil flows in response to an attack on Yemen’s Sana’a airport. Last month, the group claimed responsibility for two attacks in a week on the Jazan refining complex in southwest Saudi Arabia. One of the strikes hit the refinery and caused a fire.

No one country can control Strait of Hormuz, UAE leaders say

Senior UAE officials say no single nation will be allowed to control access to the Strait of Hormuz or impose tolls on shipping.

Dr. Thani Al Zeyoudi, the UAE Minister of Foreign Trade, told the Hili Forum in Abu Dhabi today that authorities are developing alternative trade and energy paths with expansion of its own ports and links through Oman, to reduce its dependence on Hormuz. 

“No other country has the ability to activate multiple new trade corridors at this scale and with this speed,” Al Zeyoudi said in an address to the gathering.

On Monday, UAE presidential adviser Anwar Gargash condemned missile attacks from Iran and Yemen’s Houthis that have damaged oil facilities and tanker ships.

“Our energy exports will not be held hostage, nor will our trade and economic activity,” Gargash said.

Dubai has launched a super-fast feature at its airports that allows passengers to pass through border control in under 15 seconds. Using the system, immigration officers can process passengers anywhere inside the airport through facial recognition, biometric verification and electronic passport readers, Arabian Business reports. More than 31,000 passengers used the service during its pilot phase, with officials planning to deploy it during peak periods and emergencies. Departures are available to all passengers, while arrivals are initially limited to UAE citizens and residents before a wider rollout.

The Daily Circuit: MGX’s $10B AI bet + PIF gaming shuffle

In today’s Daily Circuit, we’re reporting on Saudi Arabia’s Public Investment Fund shuffling its gaming stakes, AD Ports accelerating its acquisition strategy, Mubadala boosting its Bitcoin holdings and Egypt preparing for a new raft of IPOs. But first, MGX’s $10 billion AI bet.

After plowing billions of dollars into Anthropic, OpenAI and xAI, Abu Dhabi’s MGX fund is rapidly emerging as one of the world’s most active investors in artificial intelligence.

The emirate-owned vehicle, barely two years old, is now prepared to deploy as much as $10 billion a year to reach dominant positions in the global AI industry even while the market is full of uncertainty, MGX Chief Investment Officer Ali Osman tells Bloomberg. “We are in the business of the not-obvious,” he said.

The fund is targeting more than $100 billion in assets under management, positioning MGX as a central pillar of the UAE’s push to convert its oil wealth into long-term technological influence. 

MGX moved into OpenAI in 2024, participating in a major funding round and later joining with the ChatGPT maker on its multibillion-dollar Stargate AI infrastructure venture.

Last month, MGX joined a massive fundraising for Elon Musk’s xAI, alongside investors including Nvidia and Cisco. Last week, the fund emerged as a co-lead investor in Anthropic’s latest multibillion-dollar financing round, completing a rare trifecta by backing the three rivals.

Warner Bros. Discovery has tentatively opened a crack in the door for a Gulf-backed buyout by David Ellison’s Paramount, asking for a “best and final proposal” for the entertainment and media Goliath, while continuing to pursue its $82.7 billion deal with Netflix. Paramount, which submitted an amended offer last week, said on Tuesday that it welcomed the chance to have “good faith and constructive discussions.” Paramount has aggressively pursued WBD, launching multiple successive offers backed by various configurations of Gulf sovereign wealth funds. In December the newly-formed Abu Dhabi state investment vehicle L’imad Holding Co. joined the fray by backing a $108 billion hostile offer.

A data breach that exposed identity documents of high-level attendees at Abu Dhabi Finance Week 2025 has been secured and was limited in scope, according to organizers. Scans of more than 700 documents, including passports and state ID cards, were discovered to be accessible online via an unprotected cloud storage server, uncovered by a freelance security expert, the Financial Times reports. Those exposed included former White House communications director and investor Anthony Scaramucci, billionaire hedge fund manager Alan Howard and former British prime minister Lord David Cameron. Organizers blamed a vulnerability at a third-party vendor. “The environment was secured immediately upon identification, and our initial review indicates that access activity was limited to the researcher that identified the issue,” an unnamed representative of ADFW told The National.

Mubadala: The Abu Dhabi sovereign wealth fund boosted its stake in BlackRock’s iShares Bitcoin Trust to 12.7 million shares worth $630.6 million in Q4 2025, a 46% increase in its holdings. The cryptocurrency has fallen more than 40% from its all-time peak in October.

L’imad Holding: AD Ports Group has grown its global network to 36 ports and terminals as the Abu Dhabi-backed operator accelerates international acquisitions and logistics investments.

Michael Doersam, CFO of Emirates, said he plans to step down in June after a decade in the role. The Dubai-based airline said it will announce a successor “in due course.”

🧑‍🎨 Fixer-Upper: The Triumph of David, an 18-meter-long painted leather artwork depicting a royal procession and inspired by the biblical story of David and Goliath, is now on display at Louvre Abu Dhabi, following a painstaking two-year restoration project. The origins of the 17th-century artwork, which was last displayed on the walls of a Parisian hotel, are uncertain, but it is stylistically linked to artists associated with the Dutch master Rembrandt, The National reports
