In the Daily Circuit today, we’re reporting on Riyadh-based Tabby reaching a valuation of $4.5 billion, GEMS Education planning a new school for the uber-rich in Abu Dhabi, Goldman Sachs throwing its hat in the ring to manage $10 billion from Kuwait’s sovereign wealth fund, and SailGP holding its grand final in the UAE. Saudi Arabia opened its flagship business conference today with Gulf leaders and Wall Street bankers prognosticating on the investment opportunities created by artificial intelligence and the challenges of declining oil prices.

Welcoming some 9,000 registrants to the vast halls of the King Abdulaziz International Conference Center in Riyadh, Yasir Al Rumayyan, Governor of the Public Investment Fund, said foreign investors are increasingly putting their capital in the kingdom.

“We have taken Saudi Arabia to the world and now the world is coming to Saudi Arabia,” Al Rumayyan said. “In Riyadh this week, we have the opportunity to forge deals across borders that deliver impact and capture the true power of partnerships.”

With government and business leaders debating the future of global finance through Thursday, The Circuit’s Jonathan Ferziger and Omnia Al Desoukie are navigating the crowds at FII to bring you the headlines, deals and buzz from the conference floor.

Among the most-watched panels today was a discussion on banking and AI featuring Citigroup CEO Jane Fraser, Barclays CEO CS Venkatakrishnan and Standard Chartered CEO Bill Winters.

Fraser said the introduction of AI bears a resemblance to the learning curve long ago for modern kitchen appliances. “When you wash dishes by hand, it’s one process – the dishwasher results in a clean plate, but the way it washes the dish is completely different,” she said.

For Citigroup, the question is, “How do we get our teams to look at a process end to end and completely re-imagine how they’ve done it manually in the past to now?” Fraser said.

On the product side, the PIF’s new AI firm, Humain, formally launched its Humain One operating system at the conference, announcing that the voice-controlled computer OS is being rolled out across the sovereign wealth fund’s portfolio companies and Saudi government offices.

“I’m obsessed about the user design,” Humain CEO Tareq Amin said at a press conference, predicting that the system will demonstrate what “the future is going to look like.”

Ackman sees Gaza truce easing Saudi path to Abraham Accords

Milling among investors crowding the gilded hallways of the Future Investment Initiative conference in Riyadh, hedge fund magnate Bill Ackman expressed confidence that Saudi Arabia is moving closer to establishing formal links with Israel.

Ackman, founder of New York-based Pershing Square Capital Management, told The Circuit’s Jonathan Ferziger that he sees the current ceasefire in Gaza easing concerns in the Middle East about joining the 2020 Abraham Accords.

“I think it’ll be in the relative short term,” Ackman said in an interview at the King Abdulaziz International Conference Center, where some 9,000 registrants are attending the conference. 

“I think there’s going to be a major peace dividend coming out of recent positive developments in the resolution of the Israeli-Gaza situation.”

UNICORN BILLIONS

Tabby, the buy-now-pay-later firm headquartered in Riyadh, has hit a valuation of $4.5 billion after completing a secondary share sale. Existing shareholders sold stakes to investors including Hong Kong-based venture capital firm HSG and Chinese private equity firm Boyu Capital. Tabby, which is backed by Abu Dhabi sovereign wealth fund Mubadala, has been working towards an IPO, but did not give an update on a potential date. One of the Gulf’s fastest growing startups, the fintech unicorn was previously valued at $3.3 billion in February, when it raised $160 million in a Series E financing round.

Dubai-based school operator GEMS Education is planning to launch a school for the uber-rich in Abu Dhabi, amid a boom in multi-millionaires moving to the UAE capital, The National reports. GEMS, which is backed by Brookfield Asset Management, opened the UAE’s most expensive school in Dubai this year. The $100 million Gems School of Research and Innovation in Dubai Sports City has an elevated helipad that doubles as a football field and an Olympic-size swimming pool. Its fees range from $31,586 to $56,092 for pupils from foundation stage one to year 12. GEMS Education CEO Dino Varkey told the newspaper on the sidelines of the FII conference in Riyadh that the “significant reallocation of high-income families” to the UAE supported the case for a similar school in the UAE capital.

Kuwait Investment Authority: Goldman Sachs is competing with other investment firms to manage $10 billion from Kuwait’s sovereign wealth fund, allocated largely toward Goldman’s private equity, credit and infrastructure funds, Bloomberg reports.

Masdar: Saudi Arabia awarded contracts for five renewable energy projects totaling 4.5 gigawatts and investments exceeding $2 billion to several companies including Abu Dhabi-owned Masdar, TotalEnergies and EDF.

Public Investment Fund: Bahrain’s Investcorp, the biggest alternative asset manager in the Middle East, is in talks with Saudi Arabia’s sovereign fund to explore investment opportunities in the kingdom’s airports, Yusef Al Yusef, Global Head of Distribution at Investcorp, told Asharq News.

G42: Presight, the Abu Dhabi-listed artificial intelligence company which is majority owned by G42, is establishing an R&D laboratory in Kazakhstan to focus on advanced solutions in artificial intelligence, data analytics and digital governance.

Mubadala: M42, a global health provider owned by both G42 and Mubadala, announced the incorporation of M42 Saudi Arabia during the Global Health Exhibition in Riyadh.

Adnoc: Subsidiary Adnoc Drilling increased its third-quarter dividend payout by 15% to $250 million, after revenues surged 23% to $1.3 billion.

Abdulla bin Touq Al Marri, UAE Minister of Economy and Tourism, said on the sidelines of the UAE-Africa Tourism Investment Summit 2025 in Dubai that the UAE is consolidating its position as one of Africa’s key strategic partners, with investment opportunities worth more than $6 billion featured at the event.

Ziad El Chaar, CEO of Dar Global, the London-listed Saudi developer which is building the $545 million Trump Tower Dubai, criticized international skepticism over the kingdom’s megaprojects in an interview with Arabian Gulf Business Insight. “It’s not really fair to get this coverage,” he said. “Why are Arabs not allowed to dream?”

Rachel Reeves, the U.K. Chancellor of the Exchequer told the Fortune Global Summit in Riyadh that an agreement on a U.K.-GCC trade deal was a priority for her government and she was “confident we can get that deal over the line.”

Abdeslam Alaoui, Managing Director and Head of CEEMEA Capital Markets at Deutsche Bank, told Zawya that the bank is actively expanding its Investment Banking division in the region.

⛵ Flying High: SailGP, the high-speed sailing league sponsored by Rolex, will bring its foiling catamarans back to the UAE for the Mubadala Abu Dhabi Sail Grand Prix 2025 Season Grand Final on Nov. 29-30. The two-day competition will see national teams race at speeds topping 100 kph off the city’s Corniche. SailGP, the brainchild of former America’s Cup winner and Oracle founder Larry Ellison and champion sailor Sir Russell Coutts, first launched in 2019 and has rapidly expanded to 12 national teams and 12 events this year. It has attracted a host of high-profile competitors and investors, including Hollywood actors Ryan Reynolds and Hugh Jackman and F1 champion Sebastian Vettel.

The Daily Circuit: FII crowd pours into Riyadh + AlUla’s $1.6B roadshow

In the Daily Circuit today, we’re reporting on the $1.6 billion roadshow for Saudi Arabia’s AlUla tourism ventures, this week’s IPO in India for ADIA-backed Lenskart, Piper Sandler’s acquisition of Abu Dhabi merchant bank MENA Growth Partners, and the voice-controlled computer operating system being developed by Riyadh-based Humain. But first, the FII crowd pours into the Saudi capital.

At the palatial Ritz-Carlton hotel in Riyadh’s diplomatic quarter today, Saudi Arabia’s ninth Future Investment Initiative conference is kicking off with a soft launch billed as Day Zero.

Organizers of the annual event, underwritten by the kingdom’s Public Investment Fund, set the first day aside for what they describe as “exclusive, invitation-only conclaves, convening the world’s foremost investors, CEOs, and policymakers for unscripted dialogue.”

Tomorrow, doors open at the neighboring King Abdulaziz International Convention Center, where more than 6,000 registrants will spend three days networking between speeches by government leaders and corporate titans. The Circuit’s Jonathan Ferziger and Omnia Al Desoukie will be on the floor of the exhibition hall to bring you the news, deals and buzz from “Davos in the Desert.”

Headliners at the conference include Pershing Square’s Bill Ackman, JPMorgan Chase’s Jamie Dimon, Ruth Porat, of Alphabet and Google, Jane Fraser of Citi, Ray Dalio of Bridgewater Associates, Larry Fink of BlackRock, Stephen Schwarzman of Blackstone, and Masayoshi Son of SoftBank.

VOICE CONTROL

Humain, the AI startup backed by Saudi Arabia’s Public Investment Fund, is planning to launch a voice-controlled computer operating system this week. Humain 1 was created as an alternative to the mouse or touch-based systems, predominantly Windows and macOS, which have been used to operate personal computers in various forms since the 1980s. “Rather than looking at icons where you click for discrete applications, now you (…) speak your intent,” Humain CEO Tareq Amin said at the Fortune Global Forum in Riyadh. Humain has been testing the operating system internally for its own payroll and Human Resources systems, Reuters reports.

Dubai-based developer Damac Properties has unveiled Damac Hills Baghdad, a luxury residential project five minutes from Baghdad International Airport, marking the Dubai developer’s renewed push into Iraq. The first phase features three upscale clusters named Misk, Fayrouz and Lamar. Spanning 6.2 million square metres, the development will offer four- and five-bedroom luxury villas inspired by Iraq’s rich architectural heritage. The new gated community will feature central parks, a health club, leisure areas, restaurants, cafés, a modern water supply network, an on-site power substation and solar-powered heating.

Public Investment Fund: Saudi Arabia’s AlUla is launching a global investor roadshow to raise $1.6 billion for 21 tourism projects, including luxury hotels, wellness facilities, restaurants, adventure projects and infrastructure, Phillip Jones, Chief Tourism Officer at the Royal Commission for AlUla, told The National.

Red Sea Global: The luxury resort developer owned by the PIF said funding is secure and its projects will be unaffected by government spending cuts, The National reports.

ADQ: Noatum Logistics, a subsidiary of AD Ports Group, which is majority owned by ADQ, will establish a freight rail service between Oman and Abu Dhabi in partnership with Hafeet Rail.

G42: U.S. intelligence found in 2022 that UAE AI group G42 supplied Huawei technology allegedly used by China to extend the range of its air-to-air missiles, enhancing its fighter jets over U.S. aircraft, The Financial Times reports.

Abu Dhabi Investment Authority: The Mumbai IPO of Lenskart Solutions, which is backed by ADIA, will take place on Oct. 30 and is expected to raise as much as $828 million.

Mumtalakat: SandboxAQ, a U.S.-based AI and quantum technology firm, signed an agreement with Bahrain’s sovereign wealth fund on Monday to speed up the development of pharmaceutical drugs and create biotech assets worth $1 billion.

But first, the world’s top bankers descend on the Gulf… 

As global finance chiefs head to Riyadh for the Future Investment Initiative summit next week, Saudi Arabia appears to be dialing back on promoting one of the world’s most ambitious construction bets. 

NEOM, once the flagship of the kingdom’s fiscal plans, has faded from headlines, with work on its flagship Line megastructure slowing and other showcase projects facing delays.

The focus is shifting instead to AI, gaming and advanced manufacturing, as the kingdom reassesses priorities amid weaker oil revenues, Bloomberg reports

That pivot comes as global firms seek clarity on how the Public Investment Fund will now opt to deploy the more than $200 billion the country earns annually from crude. Early signals suggest spending is being recalibrated rather than curtailed, opening new avenues even as legacy projects cool.

The summit, dubbed “Davos of the Desert,” brings the world’s business leaders together at a delicate moment, amid a fragile U.S.-brokered Gaza ceasefire, jittery markets and rising worries over global debt.

Saudi Arabia has signed a deal with the ATP Tour to host a new top-tier men’s tennis tournament, expected to start as early as 2028. The new tournament, sponsored by PIF-backed SURJ Sports Investment, will be the 10th Masters 1000 event on the schedule. It is expected to take place early in the year between the Australian Open and the “Sunshine Double” events in Indian Wells and Miami in March. The PIF, which became the ATP’s official naming partner in 2024, has a long-term ambition to shape the future of tennis and global sport. Last week Riyadh hosted the second edition of the Six Kings Slam, a flashy exhibition event for six top male tennis stars which is live-streamed on Netflix and features wrestling-style walk out music, holograms of players and the biggest prize money in the sport, with the winner taking home $6 million.

Reliance Industries, India’s biggest importer of Russian oil, has snapped up millions of barrels of Middle Eastern and U.S. crude after Washington sanctioned Russian producers. The refiner bought grades including Saudi Khafji, Iraq’s Basrah Medium, Qatar’s Al-Shaheen and U.S. WTI for delivery in December or January, Bloomberg reports. Oil prices jumped for a second day after the U.S. imposed sweeping sanctions on Russia’s top oil producers, with Treasury Secretary Scott Bessent denouncing Russian President Vladimir Putin’s war in Ukraine as “senseless.” Brent rose 4.8% to $65.60 a barrel on Thursday evening. ADQ: The U.S. International Development Finance Corporation has joined a critical minerals consortium backed by Abu Dhabi sovereign fund ADQ and Orion Resource Partners, increasing the size of the fund to $1.8 billion.

In the Daily Circuit today, we’re reporting on the abrupt postponement of Dubizzle’s Dubai IPO, the UAE’s Marjan-RAK Hospitality merger amid soaring demand for Ras Al Khaimah real estate, a $1.4 billion contract awarded for a performing arts center at Saudi Arabia’s Qiddiya entertainment city, and Sheikh Tahnoon meets Trump envoys Steve Witkoff and Jared Kushner. But first, Red Sea Global sets its sights on Europe.

Saudi developer Red Sea Global plans to launch its first overseas project in Italy, marking a major step in the company’s expansion beyond its luxury resorts along Saudi Arabia’s Red Sea coast.

Backed by the Public Investment Fund, RSG has been central to Crown Prince Mohammed bin Salman’s Vision 2030 strategy to diversify the Saudi economy through high-end tourism.

“Our ambitions are beyond just the Saudi Arabian market,” CEO John Pagano said at the Reuters Next conference in Abu Dhabi on Wednesday. “That’s done, done, done, done.” 

Pagano said that since its inception seven years ago, the company has awarded about 18,000 contracts for its domestic developments and plans to open 17 more resorts in Saudi Arabia by May 2026. The Italy project, for which Pagano provided few details, will build on RSG’s sustainability-focused model and is intended as a springboard for further international ventures in Europe and beyond.

In Paris, meanwhile, Prince Bader bin Abdullah bin Farhan, the Saudi Minister of Culture and Governor of the Royal Commission for AlUla, met on Wednesday with French Culture Minister Rachida Dati. The two announced plans to create a Saudi section in the refurbished Pompidou Center, which is set to reopen in 2030. Under the agreement, Saudi Arabia’s Royal Commission for AlUla will contribute $58 million to support the museum’s renovation.

The partnership builds on broader Saudi-French collaboration to develop the Museum of Contemporary Art in AlUla, an ancient desert city in Saudi Arabia and UNESCO Heritage Site. A joint program running through 2030 will highlight modern and contemporary Saudi artists while encouraging collaboration between cultural professionals in both countries.

Dubizzle has postponed its IPO at the eleventh hour, withdrawing the offer just one day before bookbuilding was about to begin. The Dubai-based classifieds platform, which also owns the Bayut property listing portal, last week announced plans to float 30% of its shares on the Dubai Financial Market. The company said late on Wednesday that it would now reassess the optimal timing for the offering, which analysts say was likely delayed over a mismatch in valuation expectations. “Companies have to leave something for the IPO investors in terms of headroom and also future growth expectations should look more realistic,” Nishit Lakhotia, head of research at SICO Bank, told Bloomberg. “Markets look more mature now and will punish IPOs that do not stick to these two factors.”

Marjan and RAK Hospitality have merged to create one of the UAE’s largest real estate platforms in the fast-growing emirate of Ras Al Khaimah, where the Gulf’s first casino-resort is under construction. The combined company, which will operate under the Marjan name, will seek  to draw foreign capital, create high-value Emirati jobs and help the emirate achieve its target of 3.5 million annual tourists by 2030, The National reports. “Marjan will champion Ras Al Khaimah’s development and master planning into a smart, authentic, connected city of the future,” CEO Abdulla Al Abdouli said. Interest in the emirate’s property market from European and Central Asian investors has soared as the $5.1 billion Wynn Resorts casino prepares to open in 2027.

Mubadala: The Abu Dhabi sovereign fund has finalized the acquisition of a 30% stake in Hong Kong-based logistics solutions provider Loscom International.

☕ Cafe Culture: A cafe in Dubai is selling what may be the world’s most expensive coffee, at $980 a cup. The coffee, called Nido 7 Geisha, is made from a rare variety of beans sourced from a high-altitude, family-run farm in Panama, The National reports. It is being served up by Julith, a roastery and cafe in Al Quoz, which says it has reserved a sample for Dubai Ruler Sheikh Mohammed bin Rashid, should he wish to try it. Judith paid a record-breaking $604,080 for 20kg of the beans at auction in August. Luxury coffee has taken on similar status in the UAE to vintage wines elsewhere in the world, with locals willing to pay top dollar to experience rare premium brews.

In the Daily Circuit today, we’re reporting on the booming deal volume generated by Gulf sovereign wealth funds, ADIA’s part in the $18.3 billion acquisition of Hologic by Blackstone and TPG, Australia’s deepening business ties with Saudi Arabia and next month’s opening of the Natural History Museum Abu Dhabi. But first, MBS’s impending return to Washington.

Saudi Crown Prince Mohammed bin Salman appears to be getting ready for his first White House visit since 2018.

Discussions with U.S. President Donald Trump at the planned Nov. 17-18 meeting are likely to cover a much-sought defense cooperation pact with the U.S., arms purchases, Gaza reconstruction and possible normalization with Israel. That’s according to The Wall Street Journal, Bloomberg and other U.S. media, which cited unidentified sources. No confirmation so far from the Saudi Royal Court or the White House.

The proposed security agreement would expand weapons sales, intelligence sharing and coordination against Iran and terrorist groups, the Journal said. Trump, who last month brokered a cease-fire to end Israel’s two-year war in Gaza, has publicly predicted that Saudi Arabia will soon join the Abraham Accords.

The visit recalls Prince Mohammed’s 2018 trip to Washington, when Trump hosted him at the White House and touted the potential for tens of billions of dollars in Saudi purchases of American arms. That visit – part of a tour that included meetings with U.S. technology and defense executives – came before the killing of journalist Jamal Khashoggi by Saudi agents that nearly ruptured relations between the two countries.

Trump, who visited Riyadh in May on a swing through the Gulf that included the UAE and Qatar, also attended the Saudi Public Investment Fund’s FII Priority summit in Miami in February, where he praised the kingdom’s growing investments in the U.S.

Gulf sovereign wealth funds are powering a global boom in mergers and acquisitions. Funds including Saudi Arabia’s Public Investment Fund, Abu Dhabi’s Mubadala, the Qatar Investment Authority and the Oman Investment Authority pushed deal volume above $3.5 trillion this year as governments deploy record oil wealth to diversify their economies, Bloomberg reports. Joining global giants such as Norway’s Norges Bank Investment Management and Singapore’s GIC, the Gulf investment bodies have backed some of the year’s biggest transactions. In August, private equity giant Thoma Bravo got backing from ADIA for its roughly $12 billion acquisition of human resources software provider Dayforce.

The Natural History Museum Abu Dhabi will open its doors to the public on Nov. 22, becoming the largest institution of its kind in the region. The museum in Saadiyat’s Cultural District was designed by architecture firm Mecanoo to look like an abstract take on rock formations dripping with plant life. Its exhibitions will take an immersive look at life on earth, spanning 13.8 billion years from the beginnings of the universe – a move that might have been controversial in the Gulf until recently as the theory of human evolution is rejected by some Islamic scholars. Among the specimens to be displayed are a 11.7-meter tall Tyrannosaurus rex skeleton known as “Stan” and the fossil of a 25-meter blue whale.

Public Investment Fund: Following its $55 billion deal for Electronic Arts last month, the Saudi sovereign wealth fund is already exploring potential new acquisitions to strengthen the kingdom’s influence in esports, Arab News reports.

Abu Dhabi Investment Authority: A subsidiary of the sovereign fund is taking part in a deal by private equity players Blackstone and TPG to buy U.S. medical diagnostics company Hologic for $18.3 billion.

Qatar Investment Authority: AI startup Anthropic, which counts the QIA among its major backers, is in talks with Google for a potential multi-billion dollar cloud deal, Bloomberg reports.

Saudi Venture Capital: Saudi state-backed investor Saudi Venture Capital is reshaping its $3 billion strategy to allocate half its capital, up from about a third, into private credit and equity funds, betting the asset class will gain a larger share of business in the kingdom.

👜 Bag a Birkin: A handbag owned by British actress and singer Jane Birkin will be auctioned during the inaugural Abu Dhabi Collectors’ Week, which will be held at the St. Regis Saadiyat Island Resort from Dec. 2-5. The Daily Circuit: Syrian leader headed to FII + Goldman staffs up in Riyadh

👋 Hello from the Middle East!

In the Daily Circuit today, we’re reporting on Goldman Sachs staffing up in Riyadh, Mubadala Capital’s majority stake in Brazilian highway operator Linha Amarela, a delay in UAE approval for Archer Aviation’s flying taxis, and National Bank of Egypt’s first branch in Saudi Arabia. But first, the Future Investment Initiative unveils its roster for next week’s conference extravaganza.

Syrian President Ahmed Al-Sharaa, China’s Vice President Han Zheng and JPMorgan Chase CEO Jamie Dimon will headline next week’s Future Investment Initiative conference in Riyadh.

At a warm-up on Monday for the four-day event, FII Institute Executive Chair Richard Attias said this year’s ninth edition will generate major deals in energy, infrastructure and technology after producing some $70 billion in deals last year. “My instinct is that we will exceed 2024,” Attias said at a press conference.

Saudi leaders expected at the event include Public Investment Fund Gov. Yasir Al-Rumayyan, Energy Minister Prince Abdulaziz bin Salman and Amin H. Nasser, President and CEO of Aramco.

Among the political figures coming from abroad are Shehbaz Sharif, the Prime Minister of Pakistan; Paul Kagame, the President of Rwanda, Rachel Reeves, the U.K. Chancellor of the Exchequer, WTO Director-General Ngozi Okonjo-Iweala and Tokyo Gov. Yuriko Koike.

No word yet on an appearance by Saudi Crown Prince Mohammed bin Salman, who conceived the conference as the Middle East’s answer to the annual World Economic Forum in Davos, Switzerland.

Among the top business leaders set to attend are Ruth Porat, of Alphabet and Google, Jane Fraser of Citi, Ray Dalio of Bridgewater Associates, Larry Fink of BlackRock, Stephen Schwarzman of Blackstone, Masayoshi Son of SoftBank, and Darren Woods of ExxonMobil.

PayPal bets on AI, crypto with MENA headquarters in Dubai

PayPal is establishing a foothold in the Middle East and North Africa with a new regional headquarters in Dubai and a $100 million investment aimed at using cryptocurrency and artificial intelligence to make cross-border payments faster and cheaper.

The move marks PayPal’s most ambitious expansion into MENA to date and reflects what the company sees as a tipping point in how people and businesses move money across borders, Otto Williams, the company’s Senior Vice President for the MENA region, told The Circuit’s Omnia Al Desoukie.

“Opening a regional office in Dubai underscores our long-term commitment to the Middle East and North Africa,” Williams said in an interview during last week’s GITEX Global 2025 exhibition in Dubai. “With $100 million in dedicated funding, we aim to lower friction, reduce costs and build seamless pathways for people and businesses to send and receive money across borders using crypto and AI.”

Goldman Sachs is rolling out onshore private banking services in Riyadh as the Wall Street titan builds out its wealth-management division in Saudi Arabia. While the bank has had a presence in the kingdom for more than a decade, it recently transferred wealth management executives Yousef Alhozaimy and Khalid Soufi from Dubai to the Saudi capital and is “actively hiring” more staff there, Bloomberg reports. Goldman Sachs was the first major international bank to move its regional headquarters to the capital since an ultimatum was issued linking government contracts to regional headquarters in the kingdom.

Syria’s central bank has instructed commercial lenders to fully account for losses stemming from Lebanon’s financial collapse and to submit credible restructuring plans within six months. Last month, the regulator ordered banks to provision 100% of their exposure to Lebanon’s financial system, where Syrian lenders had placed funds during the civil war, Reuters reports.  Syrian commercial banks have more than $1.6 billion in exposure to Lebanon, a substantial share of the sector’s $4.9 billion in total deposits, according to a Reuters calculation based on 2024 financial statements. Bankers say they turned to Lebanon due to a lack of alternatives amid Western sanctions.

Hassana Investment Co., which manages about $320 billion in Saudi pension assets, has appointed former Riyad Capital chief Tariq Al Sudairy as CEO.

Mubadala: Aberdeen Investcorp Infrastructure Development, a unit of Mubadala-backed Investcorp, has taken a stake in the Al Fadhili housing complex in Saudi Arabia’s Eastern Province.

Mubadala Capital: MGT, which uses AI to modernize property and casualty insurance for small businesses, has raised $21.6 million in an oversubscribed Series B funding round led by Abu Dhabi’s Mubadala Capital.

Mubadala Capital: The fund is purchasing a majority stake in Linha Amarela (Lamsa), the Brazilian operator of one of Rio de Janeiro’s key urban highways, in a deal valued at $62 million.

International Holding Co.: Multiply Group’s subsidiary Emirates Driving Co. acquired a 22.5% stake in Abu Dhabi based Mwasalat Holdings, with the option to increase its shareholding to 50.6%.

👋 Hello from the Middle East!

In the Daily Circuit today, we’re reporting on Emirates NBD’s $3 billion acquisition of India’s RBL Bank, Abu Dhabi-owned International Holding Co. taking control of Pakistan’s First Women Bank, Mubadala Capital’s interest in acquiring American billboard advertising operator Clear Channel Outdoor, and a new consumer fashion line introduced by Saudia airline. But first, a new study shows soccer, car racing and other sports are proving to be a tourism bonanza for the Gulf.

Marquee events such as the 2022 FIFA World Cup in Qatar and Abu Dhabi’s F1 Grand Prix have helped establish Gulf countries as major-league hosts of global tournaments. 

Now they stand to capture a significant share of the global sports tourism market, which is predicted to reach $2 trillion by 2030, according to a Middle East report published by PwC.

Gulf countries have an opportunity to convert their hosting success into a long-term driver of economic growth by building experience-led destinations, immersive fan journeys and a connected regional ecosystem that keeps fans returning throughout the year, the report found.

Sports tourism accounts for about 10% of global tourism spend, but the Gulf region currently captures only about 5-7% of that, leaving room for growth.

Saudi Arabia’s massive investment in sports, largely orchestrated through the Public Investment Fund, is paying off, with the kingdom’s sports market expected to triple to $22.4 billion by 2030, adding $13.3 billion to its GDP.

Dubai’s Emirates NBD has agreed to buy a 60% stake in India’s RBL Bank for about $3 billion, marking one of the biggest Gulf investments in the Indian financial sector. India permits up to 74% foreign ownership in private banks, but caps any single foreign investor at 15% unless the country’s central bank grants an exemption, for which it has informally signaled support in the ENBD deal. A surge of roughly $15 billion in Indian bank deals has drawn intense global investor interest to the country’s fast-growing financial sector, though analysts warn that foreign banks have historically struggled to build profitable retail franchises there, Bloomberg reports.

Dubai Airports CEO Paul Griffiths is buckling up for takeoff. Touting a possible IPO for the government-owned operator of the world’s busiest international transit hub, Griffiths tells The National that going public would be “very very attractive” to potential investors. Griffiths pointed in an interview to major stakes bought by the Qatar Investment Authority and Saudi Arabia’s Public Investment Fund in London Heathrow. “There is no reason, given the performance of other major airports, to believe that institutional appetite for Dubai Airports would not be equally strong and rewarding,” he said.

Mubadala: The sovereign wealth fund’s Mubadala Capital unit is in early talks to acquire billboard operator Clear Channel Outdoor Holdings, signaling potential expansion by the Abu Dhabi fund into global advertising assets, Bloomberg reports.

International Holding Co.: Abu Dhabi investment firm IHC acquired a majority stake in Karachi-based First Women Bank.

Public Investment Fund: Acwa Power, an energy company owned by the Saudi sovereign wealth fund, secured $3.6 billion in financing from 17 regional and global banks for the Qurayyah power project on Saudi Arabia’s northeastern coast.

Sanibil Investments: CADO, a UAE-founded premium gifting platform, raised $4.5 million in a pre-seed funding round with participation from a group of investors including the PIF’s Sanabil 500 fund.

In the Daily Circuit today, we’re reporting on a projected surge in global Islamic finance assets to $9.7 trillion, U.S. colleges looking for money in Saudi Arabia to fund their burgeoning football programs, 2PointZero’s plans to use its $33 billion merger for expansion in Asia, Africa and Europe, and the works by celebrated Arab artists being sold at Christie’s next month in London. But first, the breathtaking pace of construction at the UAE’s massive AI campus.

Construction of the multibillion-dollar Stargate UAE AI project is progressing at a pace that might be considered impossible outside of the Gulf region and is surprising even for the Emirates’ warp-speed developers.

Abu Dhabi’s G42 tech company shared a time-lapse video of the construction site for the initial 1GW infrastructure cluster, which will be a cornerstone of the 5GW UAE-U.S. AI Campus. The clip shows huge concrete foundations, more than half a dozen cranes and some of the 3,500 workers who have been deployed to the site. The full build-out of the 1GW cluster, overseen by G42 subsidiary Khazna Data Centers, is expected to take three years.

Stargate UAE is being built by G42 in partnership with Nvidia, OpenAI, Cisco, Oracle and SoftBank, following a deal made during U.S. President Donald Trump’s visit to the Emirates in May.

Just three months ago the entire site was covered in a 40-foot-high sand dune, Khazna Data Centers Vice President for Special Projects Gareth Dennison said during a panel discussion at Gitex Global 2025. “It’s a huge achievement,” he said, “If it could happen, it could only happen in the UAE.”

Also speaking at Gitex, Khazna CEO Hassan Al Naqbi said the company was working on the first phase of a five-phase cluster. “Just to give you a sense of size – this project spans about 10 square miles of land dedicated entirely to building not just a data centre, but an entire AI ecosystem,” he said.

ISLAMIC SURGE

Global Islamic finance assets are projected to soar by more than 60% over the next four years to $9.7 trillion, driven by gains in banking, bonds and insurance markets. According to a study by the London Stock Exchange and the Islamic Corp. for the Development of the Private Sector, the sector has been growing by an average 10% annual rate, Arab News reports. The report says Iran, Saudi Arabia and Malaysia together hold roughly $4.3 trillion in Islamic finance assets, or about 72% of the total. It says the U.K. has emerged as a key hub for Islamic finance, particularly in the sale of sustainable sukuk bonds.

With Saudi Arabia pouring billions into sports such as golf, soccer and tennis, some of the biggest U.S. colleges are looking to the kingdom as a possible funding source for their costly football programs. The general manager of the University of North Carolina’s football team, Michael Lombardi, recently traveled to Saudi Arabia on what the school called an “exploratory fundraising trip,” The Athletic reports. UNC officials said Lombardi went on a Saudi-funded trip to meet with high-level figures interested in supporting the program, though no agreements emerged. The visit reflects broader efforts by universities to seek alternative revenue streams as college sports grow more expensive, the newspaper said.

Qatar Investment Authority: Beta Technologies, a Vermont-based electric aviation startup backed by the QIA, will price the shares for its upcoming IPO between $27 and $33, seeking to raise as much as $825 million, TechCrunch reports.

International Holding Co.: Mariam Almheiri, CEO of 2PointZero, the $33 billion IHC-owned group being created through the merger of three Abu Dhabi companies, told The National that an expanded balance sheet and capital strength would give the new “investment powerhouse” financial muscle to fund aggressive growth targets.

Abu Dhabi Investment Authority: Lenskart Solutions is planning an IPO in Mumbai next month that would value the Indian eyewear maker at about $9 billion, significantly boosting the value of ADIA’s stake in the company, Bloomberg reports.

The Daily Circuit: Making Room in Mecca + JPMorgan HQ in Riyadh

👋 Hello from the Middle East!

In the Daily Circuit today, we’re reporting on Saudi plans to create a national scrap metal company, JPMorgan’ Chase’s new license to open a regional HQ in Riyadh, Emirati banks offering corporate loans in Turkey and the imposing Zayed National Museum setting a date to open its doors in Abu Dhabi. But first, making room for millions more pilgrims in Mecca.

Saudi Crown Prince Mohammed bin Salman launched a massive development alongside the Grand Mosque in Mecca that aims to almost double the holy city’s capacity to host Muslim pilgrims coming from around the world.

The new plan, introduced by the Saudi leader on Wednesday as the King Salman Gate project, is part of a broader push to modernize Mecca’s municipal services and accommodate 30 million visitors annually by 2030, up from about 18 million last year.

The development will span nearly a quarter the size of Manhattan, covering 12 million square meters of space (130 million square feet). Managed by RUA AlHaram AlMakki Co., a subsidiary of Saudi Arabia’s Public Investment Fund, the project will include residential towers, hotels and retail space in addition to worship areas. 

The real estate surrounding Islam’s holiest sites in Mecca and Medina has become a magnet for hotel chains, developers and apartment owners, drawn by the guaranteed demand that comes from the religious obligation of Hajj. High-end lodging and property rentals in the surrounding districts have produced strong returns, encouraging more private and institutional participation.

Saudi authorities are also updating regulations to open parts of Mecca and Medina to additional foreign capital. While special restrictions will remain for property ownership in the holy cities, broader reforms in Riyadh and Jeddah are designed to attract outside investors and integrate the religious tourism sector into the kingdom’s diversification plans.

Core42 walks tightrope between AI growth and global regulation

As Core42 rolls out its Nvidia-powered AI cloud platform, senior executives say the Abu Dhabi-based tech company is trying to grow internationally without tripping over tightening regulatory frameworks.

Chief Financial Officer Neha Gupta says the firm “made an intentional decision” to enter the U.S. and European markets despite the added compliance challenges. “The industry is evolving practically on a daily basis,” she told The Circuit’s Omnia Al Desoukie.

Sitting alongside Gupta on the sidelines of this week’s Gitex Global 2025 conference in Dubai, Core42 General Counsel Roopal Jobanputra described the partnership between the two women as a balancing act. “Neha drives growth, and I make sure we grow responsibly,” she said. “The key is finding equilibrium between expansion and compliance.”

TURKEY CHASE

UAE banks are stepping in to offer corporate loans in Turkey, where foreign investors are shying away from political turbulence and a credit squeeze that has seen interest rates held at a staggering 40%. Emirati lenders are opening local offices and hiring Turkish bankers as they double down on the lucrative market. Over the past five months Emirates NBD and Dubai Islamic Bank have granted about $440 million in financing, including loans to telecom Turkcell and supermarket chain A101, while DIB made an Islamic financing deal with Turkish Airlines, Bloomberg reports. That builds on a UAE push to lend to Turkish banks following a trade deal signed in 2023. Emirates NBD and Abu Dhabi Commercial Bank have become the second and third-largest bookrunners for syndicated loans to Turkish banks, according to Bloomberg.

France’s fine food bible, the Michelin Guide, launched in Saudi Arabia on Wednesday, unveiling the first of three batches of restaurants that made the cut. The first stage named restaurants that made the Bib Gourmand category, awarded to eateries offering high-quality food at lower prices, as well as those that made the guide without any award. Saudi breakfast joint Tameesa, contemporary Saudi eatery Mirzam and Japanese restaurant Kayzo were among the Bib Gourmand selections for Riyadh, Arab News reports. Restaurants that earned coveted Michelin stars will be announced on Nov. 15 and Dec. 15.

🏛️ Opening Day: Zayed National Museum will open to the public on Dec. 3, the day after UAE National Day, the Department of Culture and Tourism Abu Dhabi announced. The museum, designed by U.K. firm Foster+Partners, already dominates the skyline of the growing Saadiyat Cultural District, with five gigantic steel structures shaped like the feathers of a falcon. The museum will tell the story of the UAE through its collection of more than 3,000 artifacts, including the Abu Dhabi Pearl, one of the world’s oldest natural pearls.

Sheikh Tahnoon, the UAE National Security Advisor, Deputy Ruler of Abu Dhabi and Chairman of the Abu Dhabi Investment Authority, said in an Instagram post that he talked with Carter, Chairman of Roc Nation, about “technological transformations driven by artificial intelligence” for the entertainment industry as well as “strengthening the emirate’s position as a leading global destination for culture, creativity, tourism, and entertainment.”

Also sitting down with Sheikh Tahnoon were Jay Brown, Vice Chairman of  Beverly Hill private equity fund MarcyPen Capital Partners; Elbert O’Neal Robinson Jr., CEO of the fund; and UAE Ambassador to the U.S. Yousef Al Otaiba.

Back in Dubai, executives from the 6,800 international companies present at GITEX jostled amid the crowds to negotiate deals, including a partnership to help companies in the Middle East adopt AI faster by combining IBM’s technology with Deloitte’s regional consulting expertise. Cisco, meanwhile, unveiled its “Make AI Work for You” program tailored for the region to simplify AI infrastructure and strengthen security.

Headlining GITEX on Tuesday was Sam Altman, founder and CEO of OpenAI, who appeared virtually in Dubai in a discussion with Peng Xiao, CEO of Abu Dhabi’s tech powerhouse G42, sitting onstage.

“Cooperation is key – no company or country can reach the full potential of AI alone,” Altman said. “We are witnessing the greatest transformation in human history. That’s why we must constantly raise our goals.”

The September rollout of an AI-enhanced laptop by Saudi Arabia’s Humain artificial intelligence company and Qualcomm underscored the kingdom’s push to localize its tech ambitions – with $10 billion in backing from the Public Investment Fund. However, Humain is struggling to recruit the necessary expertise to deliver on Crown Prince Mohamed bin Salman’s greater tech vision, leading it to lure foreign specialists already working for other Saudi AI initiatives, Intelligence Online reports. Senior talent has migrated from the Saudi Data and AI Authority and the Saudi Company for Artificial Intelligence, raising fears of cannibalization rather than capacity building. The most prominent example is Australian executive Anthony Butler, who moved directly from SDAIA to become Humain’s chief AI architect, while several senior engineers have also shifted to Humain.

London-based money transfer company Wise has secured approvals to operate in the UAE, five years after its first attempt to expand into the Emirates was blocked by regulatory hurdles. The firm offers cheaper global money transfers and foreign exchange than traditional banks by allowing clients to send money online at the mid-market exchange rate for a fixed fee. It has 15 million customers around the world and moves about $50 billion every quarter. Wise’s arrival comes as another London fintech, Revolut, is preparing to launch in the UAE after receiving regulatory approvals from the Central Bank. The arrival of the so-called neobanks follows the launch of homegrown Wio Bank, backed by ADQ, e& and FAB, three years ago, which popularized app-based banking in the UAE.

International Holding Co: Multiply Group, a subsidiary of Abu Dhabi’s IHC conglomerate, said it acquired 2PointZero and Ghitha Holding via a share swap, creating a $33 billion investment platform.

G42: UAE’s G42 will launch its sovereign artificial intelligence cloud in France within the coming months, a key step in its plan to expand globally and boost international supercomputing capabilities. 

G42: UAE telecom operator e& will soon offer satellite-based 5G connectivity through a deal with Abu Dhabi’s Space42, a joint venture between G42, Mubadala and IHC, expanding internet access and resilience after recent Red Sea cable disruptions.

Masdar: Turkey is finalizing a $1 billion investment from UAE-based Masdar for joint renewable energy projects, including a 1,100 MW pumped-storage solar plant.

ADQ: The Abu Dhabi Investment Office, ADQ-owned AD Ports Group and automotive manufacturer Stellantis signed an agreement to build an integrated automotive ecosystem in Abu Dhabi.

Public Investment Fund: State-owned Saudi Agricultural & Livestock Investment Co., a PIF subsidiary, plans to acquire full ownership of Olam Agri, the agribusiness unit of Singapore’s Olam Group, to advance the kingdom’s food security strategy, Bloomberg reports.

The Kuwait Fund for Arab Economic Development signed two loans with Belize and Saint Lucia, totaling about $26 million, to co-finance major highway projects.
