The Daily Circuit: Tourists flock to Saudi Arabia + Mubadala chief in DC

In the Daily Circuit today, we’re reporting on Khazna’s growing regional data center plans, a cabin makeover for Emirates aircraft, Mubadala CEO Khaldoon Al Mubarak’s making the rounds in Washington and stunning returns from Qatar’s $125 billion in U.K. investments. But first, it’s no longer just pilgrims and business travelers visiting the Saudi kingdom.
Saudi Arabia’s tourist boom over the past five years showed higher growth than any of the G20 nations.
Revenue from foreign tourists grew 148% from 2019 through 2024, according to government figures that were released before today’s opening of the Arabian Travel Market conference in Dubai.
The numbers reflect an easing of visa requirements to enter the kingdom and massive spending on hotel resorts along the Red Sea coast, as well as in tourist magnets such as Jeddah, Riyadh and AlUla.
Crown Prince Mohammed bin Salman pegged tourism as one of the biggest potential money makers in his Vision 2030 blueprint for diversifying the economy and weaning it off dependence on oil.
The number of Muslim pilgrims to the holy cities of Mecca and Medina, meanwhile, hit records last year, and new attractions such as music festivals and esports competitions drew in droves of young travelers.
Arabian Travel Market, or ATM, which runs through May 1 at the Dubai World Trade Centre is expected to draw over 55,000 visitors, with more than 2,800 exhibitors from 166 countries.

DATA DOMINANCE
Khazna, the Dubai data center company backed by G42 and Microsoft, is preparing to make a major foray into Saudi Arabia. CEO Hassan Alnaqbi tells Bloomberg that the company projects taking at least a 25% of the kingdom’s market share as demand booms for power-hungry AI servers. He said Khazna has 71% of the UAE’s current data center capacity and is looking beyond its home country with new funding from Abu Dhabi’s MGX fund and U.S. private equity firm Silver Lake. Alnaqbi told The Circuit in an October 2024 interview that Khazna is investing in solar power and other sustainable energy sources to help fuel its data centers.
SPRUCED UP
Emirates will roll out refreshed Boeing 777 and Airbus A380 aircraft to eight more cities in the coming months, after they underwent “nose-to-tail” cabin makeovers to make room for more Premium Economy seats. The A380s will be added to the Bangkok, Hong Kong, Nice and Perth routes, while the upgraded Boeing 777s will service Madrid, Kuala Lumpur, Phuket, Frankfurt and Dublin. Emirates engineers have been working around the clock to introduce the spruced-up, wide-body aircrafts at a rate of one every three weeks, according to WAM. It is part of a $5 billion retrofit program, which will see 219 aircraft undergoing complete cabin refurbishments, as Emirates hones in on becoming the world’s leading airline for premium economy travelers.

Mubadala: The Abu Dhabi sovereign wealth fund’s CEO, Khaldoon Al Mubarak, met in Washington, D.C., last week with U.S.Treasury Secretary Scott Bessent, who said in a post on X, “I was glad to hear his thoughts on strategic investments and priority investment sectors.” The Mubadala chief also met Secretary of Commerce Howard Lutnick, National Security Adviser Michael Waltz, Special Envoy to the Middle East Steve Witkoff and Special Adviser on Artificial Intelligence and Digital Currencies David Sacks.
Public Investment Fund: Sanabil, the venture capital arm of Saudi Arabia’s sovereign wealth fund, backed a $135 million fundraising round for technology investment firm iMENA Holding as the Saudi tech investment company prepares for an IPO.
MGX: Ali Osman, MGX’s chief investment officer for AI, said investments in the technology are at a “crossroads” as trillions more are needed for infrastructure, but he remains optimistic about AI’s transformative economic potential despite global uncertainties.
Oman Investment Authority: Oman’s natural gas network operator, OQ Gas Networks, which OIA owns, plans to build a 300-400 km hydrogen pipeline by 2030, with funding approval expected by 2027, Oman Daily Observer reports.
Qatar Investment Authority: Qatar has invested £100 billion ($125 billion) in U.K. assets that have generated £1.3 trillion in revenues through ports, hotels, properties and retail, The Times of London reports.

🇸🇾 Syria Bailout: Saudi Arabia and Qatar agreed to pay some $15 million to clear Syria’s outstanding debt to the World Bank, a move aimed at persuading international institutions to resume funding for the war-torn country.
🚧 Major Building: Saudi Awwal Bank has signed a $533 million loan agreement with Saudi Binladen Group to finance the development of King Fahd Sports City in Riyadh, supporting major infrastructure projects aligned with Saudi Arabia’s Vision 2030.

UAE President Sheikh Mohamed bin Zayed held a phone call on Saturday with Indian Prime Minister Narendra Modi, during which he expressed his condolences for the victims of the terrorist attack in Pahalgam, Jammu and Kashmir.
Sheikh Mohammed bin Abdulrahman Al-Thani, Qatar’s Prime Minister and Minister of Foreign Affairs, met on Sunday with Hakan Fidan, Turkey’s Minister of Foreign Affairs, who is on a working visit to Qatar.
